Lusa - Business News - Cabo Verde: World Bank prepares new partnership framework

Praia, Sept. 9, 2025 (Lusa) - The World Bank (WB) is making a diagnosis and identifying priority sectors to prepare the new Partnership Framework and support for Cabo Verde, a representative of the group of administrators visiting the archipelago said on Tuesday.

The visit, which has been taking place since Friday, to various islands will help prepare the document, in a process in which "the first phase is diagnosis, understanding the development challenges and, from there, the bank's management, in dialogue with the government, identifies the priority sectors," said economist Marcos Chiliatto, the WB's executive director for Brazil.

He said that it was the first time in history that there had been a visit by government directors to Cabo Verde to "get to know the projects" that the WB finances, in a mission that ended today.

"Every four to six years, the WB redoes the cooperation framework with each country" and, in Cabo Verde, the last framework was signed in 2019 to last until 2025.

The document stated the following objectives: "accelerate human capital for inclusive, service-oriented growth" and "strengthen the environment for a more diversified economy".

According to the institution's website, "the World Bank's active portfolio in Cabo Verde includes ten projects totalling $299.2 million (€255 million)".

During the mission that ended today, the WB announced that it will support with €8.5 million the requalification of the Santa Maria pontoon, on the island of Sal, one of Cabo Verde's emblematic tourism scenes that should be renovated at the beginning of 2027 after being partially destroyed by a storm in October 2024.

Days before the mission to Cabo Verde, the institution had already announced emergency support, also worth €8.5 million, in response to the floods of 11 August, which caused eight deaths and widespread destruction on the island of São Vicente.

Marcos Chiliatto once again expressed solidarity with Cabo Verde. He said that "now we have to think about reconstruction", and that "the climate issue is everyone's challenge and the WB can bring experiences from other parts of the world" to improve local interventions.

Cabo Verde's level of execution is "above average", he added, pointing to the rapid response in the event of a disaster, with prepared plans, which allowed WB support to be disbursed "in less than 48 hours".
