Lusa - Business News - Cabo Verde: Flag carrier launches tender for airline's strategic plan 2026-2031

Praia, July 16, 2025 (Lusa) - The state-owned airline Transportes Aéreos de Cabo Verde (TACV) announced on Wednesday the launch of an international tender to hire consultants who will draw up the company's strategic plan for the period 2026 to 2031.

"The aim is to help management redefine the company's position in the market by analysing routes, opportunities and essential strategic actions to ensure the company's viability and sustainability," it said in a statement, at a time when several European airlines are opening new routes to the Cabo Verdean islands.

The company explained that, following the impact of the Covid-19 pandemic, the transport sector in Cabo Verde "has faced major challenges, with changes in the market and the emergence of new competitors" and, in response to this new context, it has decided to launch this tender.

The strategy to be defined will take into account the Strategic Plan for Sustainable Development (PEDS), which includes as one of its objectives the implementation of an air hub on the island of Sal and should also demonstrate how TACV contributes to the country's development.

"The national flag carrier aims to attract consultants with proven experience in similar projects, who bring an innovative vision and a comprehensive approach," it said.

"We believe that a solid strategic business plan is essential to strengthen our position in the aviation sector in Cabo Verde and the region, which is why TACV reaffirms its commitment to promoting sustainable development and strengthening its market position, always with the aim of offering an excellent service to its passengers," it added.

The International Monetary Fund (IMF) said in its latest report on the country at the beginning of the year that "the entry of a low-cost international airline into the market could be a factor of competition in international flights" and, in turn, "an opportunity for [the State] to reconsider the use of public finances".

The recommendation is in line with a concern to reduce the risks of the state business sector and follows the opinion of other partners and businesspeople who have advocated a reorientation of resources to improve domestic flights.

The government has responded that it is ‘concerned’ about becoming overly dependent on low-cost operators for connections to foreign countries and the diaspora, as stated in a response attached to the same report, which also promises a commitment to domestic connections, with improvements underway since 2024.
