Lusa - Business News - Portugal: Public prosecutor dismisses investigation into PM's family business

Lisbon, July 1, 2025 (Lusa) - The submission of the same complaint regarding the prime minister’s family business to various departments of the Public Prosecutor’s Office led to the opening of an inquiry, parallel to the preliminary investigation, and the Attorney General’s Office confirmed that the authorities dismissed it as unfounded.

Diário de Notícias reported on Tuesday and Lusa confirmed with the Attorney General’s Office (PGR) that the Department of Criminal Investigation and Action (DIAP) opened and later closed a criminal inquiry; the Attorney General’s Office (PGR) added that a citizen submitted the same complaint, triggering the procedure. by email, concerning Luís Montenegro and his family business Spinumviva, to the PGR, the Central Department of Investigation and Penal Action (DCIAP) and several DIAPs.

According to the PGR, “the DCIAP received these identical complaints,” and it is conducting a preliminary investigation, which is still ongoing, to assess any possible criminal matters that could justify the opening of an inquiry.

Regarding these identical complaints, the PGR clarified that they contained no facts that could constitute a crime. Because the office found no grounds to open an inquiry, it dismissed them.

“However, in a DIAP, the authorities registered one of these complaints, identical to all the others, as an inquiry and then referred it to the DCIAP. Because the inquiry contained no report of facts that could constitute a crime, the PGR dismissed it,” explained the PGR.

The PGR left pending clarification on when authorities opened and closed the criminal inquiry, which steps they took in this regard, and the resulting consequences.

It also reiterated that the preliminary investigation is still “ongoing”, which the Attorney General, Amadeu Guerra, said in an interview with Observador that he would like to have concluded before the judicial holidays that begin on 15 July.

He had already reported on the large volume of documentation associated with this preliminary investigation, which the Judicial Police has since been called in to analyse.
