Lusa - Business News - CPLP: Audit bodies want evaluation of critical sector public policies

Luanda, Oct. 2, 2025 (Lusa) - The Portuguese-speaking Courts of Auditors on Thursday advocated in Luanda for the evaluation of public actions aimed at expanding climate finance and prioritising the oversight of public policies in critical sectors, including the environment.

These are some of the recommendations of the Luanda Declaration, a document approved at the end of a two-day meeting in which Angola assumed the rotating presidency of the Organisation of Supreme Audit Institutions (OISC) of the Community of Portuguese Language Countries (CPLP), succeeding Guinea-Bissau for a period of two years.

The Luanda Declaration brings together the conclusions and recommendations of the organisation's 13th General Assembly, which took place in Luanda and was dedicated to the theme "Climate Change and its Impacts".

According to the document, which reinforces the role of oversight institutions in combating the environmental crisis, climate change "represents one of the most urgent and complex issues of our time," requiring coordinated responses, with oversight institutions acting as "catalysts" to keep the environmental agenda at the centre of public policy.

Among the recommendations approved are the strengthening of action in the area of the environment, prioritising the "oversight of public policies in critical sectors", such as energy transition, water and waste management, urban mobility and sustainable tourism, and the modernisation of processes in the field of external control.

Other highlights of the document include promoting permanent technical training programmes on environmental issues, strengthening participation in coordinated audits and multilateral initiatives on the environment and climate, encouraging citizen participation, and evaluating public actions aimed at expanding climate finance, including public-private partnerships and payment mechanisms for ecosystem services.

The Luanda Declaration also recommends leading by example, through the definition of internal waste management and recycling policies, and strengthening the educational role of supreme audit institutions.

During the meeting, the President of the Portuguese Court of Auditors, Filipa Urbano Calvão, stressed the importance of creating JURISAI (International Organisation of Supreme Audit Institutions) in 2024 as a "response to a common need" to pool knowledge, strengthen capacities and share good practices.

She pointed out that the new organisation "represents the recognition of a model, the jurisdictional model, which combines rigour and technical requirements, institutional legitimacy and a deep commitment to the principles of the rule of law".

Filipa Calvão reaffirmed the "commitment to the institutional excellence of JURISAI, the affirmation of the public value of jurisdictional control and the willingness to cooperate actively, contributing to a cohesive, useful and recognised organisation".

OISC/CPLP is an independent association that brings together the courts of auditors and supervisory institutions of Portuguese Language Countries, with the aim of promoting cooperation and sharing experiences in the supervision of public finances.
