Lusa - Business News - Macau: New appointments for special zone after corruption case

Macau, China, Aug. 27, 2025 - The Macau government announced on Wednesday the appointment of five leaders for the neighbouring Hengqin special economic zone, three months after China announced a corruption case linked to the area.

According to an order by the Chief Executive, Sam Hou Fai, published in the Official Gazette of the Chinese semi-autonomous region, among the new appointments is Ng In Cheong, who will be the new deputy director of the Executive Committee of the Deepened Cooperation Zone between Guangdong and Macau, which is part of the Hengqin (Mountain Island) special area.

Ng was, until recently, the head of the International Law and Interregional Law Affairs department under the Justice Affairs Bureau.

She will replace Su Kun, who resigned on 15 May "for personal reasons", according to a one-sentence statement released by the Macau authorities.

According to the Macau government website, the commission "is responsible for promoting international awareness, attracting business and investment, introducing industries, exploring land, building specific projects and managing matters relating to the lives of the population".

Also on 15 May, the office of Macau's Secretary for Economy and Finance, Anton Tai Kin Ip, said that Su Kun had asked to resign as the secretary's advisor, a request that was approved.

Su Kun's resignation came a day after the anti-corruption commission of neighbouring Guangdong province announced the start of an investigation into the former chairman of the state-owned company responsible for developing the Hengqin special zone.

In a statement, the Guangdong Provincial Commission for Discipline Inspection said that the former chairman of the Zhuhai Da Hengqin group, Hu Jia, "is suspected of serious disciplinary violations", a phrase that usually refers to corruption.

The note, also with just one sentence, says that Hu is the subject of a "disciplinary review and investigation" by the Municipal Commission for Discipline Inspection and Supervision of Zhuhai, the city to which Hengqin belongs.

When asked by Lusa whether Su Kun's resignation was related to the corruption investigation against Hu Jia, Secretary Anton Tai's office refused further clarification.

Lusa also asked the Anti-Corruption Commission if it had received any complaints or was investigating any cases involving Su Kun, but the agency declined to comment.

The Zhuhai Da Hengqin group was established in 2009 by the Zhuhai municipality to develop the Hengqin special economic zone.

This area encompasses the Hengqin Deepened Cooperation Zone, a project initiated by Beijing in 2021 and jointly managed by Guangdong Province and Macau, covering approximately 106 square kilometres.
