Lusa - Business News - Portugal: Business groups sign training, investment MOUs with Angolan groups

Lisbon, July 25, 2025 (Lusa) - Portuguese industrial park management group AICEP Global Parques signed two memoranda of understanding with Angolan entities on Friday, during the Angolan president's visit to Portugal, aimed at training staff and promoting private sector investment.

In a statement sent to Lusa, AICEP Global Parques said that the aim of the agreements signed this afternoon, one with the industrial and logistics zone certification agency and the other with Angola's private investment and export promotion agency, is to "boost investment and the development of industrial and logistics infrastructure".

At the ceremony held at the Palácio das Necessidades in Lisbon, a Cooperation Protocol was signed with ARCCLA - Angola's Cargo and Logistics Certification Regulatory Agency - and a memorandum of understanding with Angola's AIPEX - Private Investment and Export Promotion Agency.

The aim of the first instrument is to strengthen "institutional and technical collaboration, focused on sharing best practices in the management of industrial and logistics zones, the development of models for the concession and operation of infrastructure and the training of staff, with a special focus on boosting logistics value chains and creating conditions for the sustainable growth of the sector," said AICEP Global Parques.

The memorandum signed with AIPEX establishes the terms of institutional collaboration “focused on promoting private investment, sharing technical knowledge and good practices, improving business infrastructure and supporting the internationalisation of Angolan and Portuguese companies”.

This memorandum, the statement also reads, “aims to further strengthen the strategic convergence between the two entities, recognising the role of AIPEX as a privileged interlocutor for investors in Angola and the commitment of AICEP Global Parques to create favourable conditions for attracting and installing new business projects, enhancing synergies with an impact on the competitiveness and economic cohesion of the two countries”.

Angola's Cargo and Logistics Certification Regulatory Agency's mission is to regulate, inspect and supervise logistics activities, promoting the creation of an efficient and integrated network geared towards the competitiveness and diversification of the Angolan economy, while AIPEX is the Angolan entity responsible for promoting exports, attracting private investment and supporting the implementation of investment projects.

On the Portuguese side, AICEP Global Parques is a company specialising in industrial park management and business location solutions, whose priority is to "ensure conditions for attracting and monitoring the installation of national and foreign investment projects".

Angolan President João Lourenço arrived in Lisbon on Thursday for an official visit to Portugal, coinciding with the debate surrounding the recent approval by the Portuguese parliament of new provisions to the law on foreigners.

João Lourenço began his official visit on Friday at the Belém Palace, where he was received by President Marcelo Rebelo de Sousa. He also met with Prime Minister Luís Montenegro, in a programme that included a meeting with business leaders and will culminate on Saturday with a conversation with his Portuguese counterpart as part of the EurAfrican Forum initiative.
