Maputo, June 23, 2025 (Lusa) - Mozambican President Daniel Chapo announced on Monday that the government will digitise the public administration to ensure greater efficiency in services and combat corruption, promoting virtual interaction and minimising the need for physical contact with citizens.
“Based on this digitisation, we will promote efficient spacing in public institutions and also combat corruption, because there will be less contact between people,” said the head of state during his speech on International Public Service Day, celebrated in Maputo.
The president highlighted the introduction of digital platforms such as the civil servant portal and the future citizen portal, which will allow remote access to public services, stressing that public administration reform is ongoing and central to the country’s sustainable development.
During the ceremony, Chapo also highlighted the central role of civil servants in building the Mozambican state and in implementing the recently approved new National Development Strategy 2025-2044, which “must assume the role of key facilitators of development”.
Lusa previously reported that Mozambique plans to spend €2.907 billion on civil service salaries in 2025, a 1.3% increase from the previous year, and the government will limit each new hire to three departures, according to the Economic and Social Plan and State Budget (PESOE).
According to the document, parliament approved it in May. The total cost of salaries and remuneration amounted to 202.859 million meticais (€2.811 billion) last year and is expected to grow to 205.550 billion meticais (€2.907 billion) this year, equivalent to 13.3% of the estimated Gross Domestic Product (GDP) for 2025.
Mozambique’s government spending on salaries and wages grew by around 40%, compared to the previous year, according to government data, which last June estimated the total number of civil servants and state agents in Mozambique at 370,000.
Daniel Chapo announced that the government has several reforms underway in the public sector, including the implementation of a Single Salary Scale (TSU), the review of careers and professional qualifications, and the development of platforms such as the civil servant portal and the future citizen portal.
