Lusa - Business News - Cabo Verde: Open, secure data ecosystem promised to smooth digital transition

Praia, April 24, 2025 (Lusa) - Cabo Verde's government on Thursday pledged to implement an open and secure data ecosystem as part of the country's digital transition with new technologies such as artificial intelligence (AI).

"Our vision is to build an open and secure data ecosystem that promotes greater transparency and data governance and allows for the integration of new technological paradigms, such as AI and data science, to improve the quality of life of Cape Verdeans," said Lourenço Lopes, assistant secretary of state to the prime minister.

Lopes was speaking at the opening of a conference on ‘National Data Strategy in the Age of Artificial Intelligence’ in the country's capital, Praia.

In recent years, the archipelago's public services have migrated to internet portals that are open to the public, in order to speed the processing of cases and publish information.

The debate comes at a time when new technologies, such as AI, are no longer being used only by groups such as scientists or researchers, but are being massively utilised.

However, no information can be processed by new technologies if it remains on paper, and transformation into data, digitised in an organised way, is a prerequisite.

In Cabo Verde, the government is promising a National Data Strategy driven by a "broadly participatory process, involving all sectors of society: government, companies, academia, civil society organisations and citizens," said Lopes.

He explained that the aim is to "strengthen national capacities for collecting, analysing and using data, encourage the creation of a solid digital infrastructure and continuously train human resources."

The government has shown interest in supporting investments in the digital area. In October 2024, It published the archipelago's Digital Economy Strategy.

The document envisages transforming Cabo Verde "into a digital nation by 2030, promoting inclusion, innovation and economic competitiveness, harnessing emerging technologies for sustainable development and driving a cashless economy."
