Lusa - Business News - Portugal: Parking charges in Lisbon set to rise for first time in 15 years

Lisbon, July 17, 2026 (Lusa) - The charges levied in the Portuguese capital by the Lisbon Municipal Mobility and Parking Company (EMEL) are set to rise, for the first time in 15 years, by between five and 10 cents, depending on the area, according to a proposal to be tabled at the next city council meeting.

According to the proposal, to which Lusa gained access on Friday, the price adjustment is based on the change in the Consumer Price Index (CPI, which measures inflation) for the years 2024 to 2025, which stands at 4.82%.

The document highlights that the tariff for those parking vehicles in Limited-Duration Parking Zones (ZEDL) “has not been updated for around 15 years” and that this increase “is consistent with the sustainable management model that needs to be strengthened”.

“This proposal is important both for EMEL’s activities and mission, and for the company’s continued financial sustainability, bearing in mind changes to its structure and operating costs – particularly wage costs – as well as its activities and investments (notably the cycle network, the Gira network and the operation of car parks, in addition to the management of the city’s traffic light system),” states the document signed by the Deputy Mayor of Lisbon city council (CML) and Councillor for Mobility, Gonçalo Reis.

The proposal, which will be discussed at next Wednesday’s closed-door meeting of councillors, provides for the rate to rise from €0.80 per hour in green zones to €0.85, from €1.20 in yellow zones to €1.25, from the current €1.60 in red zones to €1.70, and from €2.00 per hour in brown zones to €2.10.

There are also plans to update the rate in black zones, from €3.00 to €3.15 per hour; these zones exist only on paper and have never been implemented in any part of the city.

The ZEDL zones are colour-coded, with the green tariff applying to areas with lower parking demand, the yellow and red tariffs to areas with greater congestion and higher demand for parking spaces, and the brown tariff to areas where there is a greater imbalance between parking supply and demand, according to information available on the EMEL website.

The proposal is guaranteed to be approved, as the PSD/CDS-PP/IL coalition, led by Carlos Moedas (PSD), governs with an absolute majority, having included in the coalition a councillor who left the Chega party.
