Lusa - Business News - Angola: H1 non-oil revenue growing but still below budget forecast - government

Luanda, July 6, 2026 (Lusa) — Angola’s non-oil revenue totalled 3.9 trillion kwanzas (€3.7 billion) up to June, representing 36.8% of the figure forecast in the 2026 budget, said José Leiria, chair of the Angolan tax authority, on Monday.

Mr. Leiria was speaking today in Luanda at the ‘Conversas sem Makas’ event organised by journalist Carlos Rosado de Carvalho, indicated that the state budget (OGE) for 2026 forecasts 10.6 trillion kwanzas (€10.1 billion) in non-oil revenue.

In total, the Angolan state collected 8.8 trillion kwanzas (€8.35 billion) in the first half of the year, representing 48.62% of the 18.1 trillion kwanzas (€17.2 billion) forecast for the year, according to the data presented.

Non-oil revenue accounted for 44.32% of the total collected between January and June, according to the same data.

José Leiria acknowledged that actual revenue is below target, stating that it should be at least 50% of the target, and explained the shortfall by citing the lag between monthly forecasts and actual payments, indicating that adjustments in the coming months will bring actual revenue into line with targets by the end of the year.

Oil revenue, meanwhile, reached 4.91 trillion kwanzas (€4.66 billion) by June, 65% of the 7.51 trillion kwanzas (€7.13 billion) forecast, despite the volatility in oil prices caused by the war between the United States and Iran, he noted.

He argued that the country should continue to focus on non-oil revenue, as it is far more predictable than oil revenue, which is subject to fluctuations in price and production.

According to data presented at the event, non-oil revenue has grown almost continuously since the tax authority was established in 2014, reaching 7.54 trillion kwanzas (€7.15 billion) in 2025, compared with 11.01 trillion kwanzas (€10.45 billion) in oil revenue.
