Lusa - Business News - Mozambique: Tourism must be viable, part of international value chains - PM

Maputo, June 5, 2026 (Lusa) - Mozambique’s Prime Minister, Benvinda Levi, on Friday challenged the new National Agency for Tourism Development and Investment (Anditur) to transform tourism into a structured, bankable sector that is competitive on a global scale and part of international value chains.

“It is up to you and your team to ensure that tourism in Mozambique ceases to be a sector of scattered opportunities and becomes a structured, financially viable sector that is globally competitive and included in international value chains,” said Maria Benvinda Levi at the inauguration ceremony for Anditur’s first chairman, Hélder Jauana, in Maputo.

The minister stated that the creation of Anditur represents a paradigm shift in the approach to tourism, moving away from viewing it merely as a promotional activity to treating it as an instrument for investment, project structuring and adding value to the economy.

“Anditur is established with the mission of transforming tourism into a true driver of economic growth, job creation, social inclusion and our country’s international profile,” she declared.

According to Maria Benvinda Levi, the new agency is expected to operate across the entire tourism value chain, from promoting the national tourism brand to mobilising domestic and foreign investment, the financial structuring of projects and the promotion of public-private partnerships.

The prime minister also argued that Anditur should play a central role in removing the obstacles hindering the sector’s growth, pointing to the slowness of licensing and concession allocation processes, institutional coordination, and the structuring of viable projects.

She added that the agency should function as a national one-stop shop for tourism investment, including integrated services, technical assessments and support for investors from the design to the implementation of projects.

“It is equally vital to ensure that tourism contributes to the diversification of the economy, the balance of payments, and the establishment of Mozambique as a global, competitive and safe destination,” she emphasised.

Maria Benvinda Levi also advocated the development of different tourism segments, including ecotourism, sun and beach tourism, business tourism, sports tourism, cultural tourism, gastronomic tourism, historical tourism, religious tourism and adventure tourism.

The minister highlighted institutional efficiency, strengthening partnerships with the private sector and maximising the economic and social impact of projects as Anditur’s priorities, advocating for the integration of national micro, small and medium-sized enterprises and the strengthening of local content.

Reacting to his appointment, Hélder Jauana stated that he intends to be judged by the results achieved and not by the debates surrounding his selection to lead the institution.

“The Mozambican people will judge me on this, on the results I deliver (...) but a country does not debate labels; it debates the results of what those in charge achieve,” Hélder Jauana told journalists.

Created by a decree of the Cabinet on 25 May, Anditur’s mission is to coordinate and promote the development of tourism, facilitate investment and position Mozambique as a leading regional and international tourist destination.
