Lusa - Business News - Mozambique: Govt wants new tourism agency promoting country as global reference

Maputo, May 28, 2026 (Lusa) - Mozambique wants the new National Agency for Tourism Development and Investment (Anditur) to promote the country as a safe, competitive, and attractive regional and international destination, leading the use of artificial intelligence (AI) in the sector.

In the 25 May decree creating Anditur, which the cabinet approved and Lusa saw on Thursday, Mozambique's government tasks the body with coordinating and fostering tourism, while promoting national businesses through a classification system for tourism establishments that meets international standards.

The decree states that Anditur will handle the “facilitation, coordination and monitoring of tourism investments”, alongside “support for structuring strategic tourism projects and promoting public-private partnerships (PPPs) in the tourism sector.”

Anditur must propose expanding visa exemptions to more countries beyond the current 30 and making them more flexible.

This initiative will facilitate coordination with the competent authority to grant, upon entry, tourism and business visas to African citizens under the Free Trade Zone (the African Continental Free Trade Area).

The government decided that Anditur will also manage the land declared by law as tourism zones and corridors, alongside land where the body holds land use and benefit rights (state-allocated land concessions).

Additionally, the agency will manage the domestic quota for large-scale tourism investments.

The institution's duties also include the “attraction of high-standard investments and integrating the country into the global sports tourism circuit”, the “identification and demarcation of areas for building integrated tourism zones and resorts”, creating PPPs in tourism, and promoting international sports tourism fairs.

The government wants to establish a National One-Stop Shop (a single digital platform for business registration) to register and validate tourism businesses, ensuring integrated digital services.

This platform will handle the technical, environmental, urban, and financial assessment of projects and issue certification within 30 days.

Anditur will “structure integrated tourism development and investment projects in conservation areas, aiming to mobilise private investment, diversify the tourism offer and promote sustainable development, without prejudice to the powers legally assigned to other public entities.”

The agency will also promote tourism investments in conservation areas, including concessions for nature tourism enterprises, ecotourism and other initiatives compatible with conservation.

Anditur will “promote the development of sustainable hunting activity and ecotourism initiatives in conservation areas, in coordination with the entities responsible for managing and regulating these areas, ensuring a balance between the economic valuation of natural resources, biodiversity conservation and the benefit of local communities.”

The government wants Anditur to support and propose creating interest and rental subsidy mechanisms for bank loans to stimulate tourism investment under upcoming regulations.

The body will grant and manage subsidised loans, oversee credit lines, subsidies and incentives to develop tourism enterprises, and produce economic, social and environmental impact reports for the sector.

The executive wants the body to develop and manage digital tourism promotion platforms using artificial intelligence, including the national tourism portal, booking systems and market intelligence.

The decree states that the organisation must “implement artificial intelligence solutions applied to personalising the tourist experience, market data analysis and destination management.”
