Maputo, May 25, 2026 (Lusa) - The Mozambican government plans to implement a national infrastructure for mobile digital identity and electronic signatures, a tool designed to enhance security and be accessible to everyone.
According to the communications and digital transformation ministry’s tender for consultancy services to establish a national mobile digital identity and electronic signature infrastructure, this will enable the identification, authentication, and digital signature of citizens, residents, and businesses.
It also aims to complement an existing plan for the secure exchange of data between government institutions and public and private service providers.
"The mobile digital identity solution to be implemented must be inclusive, scalable and accessible to all citizens, regardless of their geographical location, community or type of device," said the public tender notice.
The government wants this infrastructure to support multiple deployment models, including mobile apps and physical and virtual SIM cards, to ensure maximum coverage and digital inclusion, particularly in rural areas and communities with limited access to advanced, modern mobile devices.
The consultancy’s objective also involves developing and implementing a self-service portal for the management of digital identity and electronic signatures, enabling citizens to manage their devices, certificates and transactions securely.
"Fully integrating the digital identity solution with the X-Road Interoperability Platform (a decentralised data exchange that allows communication and the sharing of data over the internet) already under implementation, ensuring full technical compatibility and compliance with global security and interoperability standards" is among the requirements outlined.
The infrastructure to be implemented must also integrate the solution with the National Population Registry, through the National Directorate of Civil Identification, ensuring the legal validity of digital identities and electronic signatures.
The proposal must also establish secure mechanisms for identity verification and user onboarding, in accordance with national legal and regulatory requirements and international security practices, as set out in the tender, which includes a requirement for training for professionals involved in the process to ensure technological independence in managing the infrastructure.
This initiative forms part of the World Bank's "Digital Economy and e-Government Project", in which the government, through the Digital Transformation and Innovation Agency (ATDI), is implementing a digital transformation programme to build a more efficient, transparent and citizen-centred public administration, the government said.
