CNA - Social Security Fund sustainable until 2080, investment policy revision urged

The sustainability of the Social Security Fund until 2080 was confirmed by the latest Actuarial Study of the International Labour Organization(ILO), which was presented Tuesday at the Ministry of Labour. Additionally, the ILO has made recommendations for revising the current investment policy and upgrading the funding policy of the Fund.
During the presentation, the Minister of Labour and Social Security, Yiannis Panayiotou, expressed the government's determination for further strengthening of the pension system through the upcoming pension reform.
The specific study has a reference date of December 31, 2020, while the next actuarial review of the Social Security Fund with a reference date of December 31, 2023, will be conducted in the first quarter of 2025.
According to the Minister of Labour, based on the study's results, it is estimated that for the period 2021-2080, the revenues of the Social Security Fund from contributions and investment income are sufficient to cover the corresponding annual pension expenses. Additionally, the Fund's reserve is maintained at satisfactory levels, the estimated amount of which by 2080 is three times the annual expenses of the Fund.
Moreover, the Minister highlighted that as part of the actuarial study, the shifting trends in life expectancy from January 1, 2018, to January 1, 2023, were scrutinised to inform potential adjustments to retirement age. Following the analysis, it was determined that no alteration to the retirement age is required for the period until the next review.
It was also explored whether additional contribution rate increases are necessary to fund the extension of widower's pension rights to men. The analysis concluded that no further contribution hikes are needed.
Head of the ILO's Actuarial Services Unit André Picard, presented via teleconference the two main recommendations of the organisation.
Based on these, in order to strengthen the financial governance of the Fund and thus the security of benefits and intergenerational fairness, it is recommended that the government establishes a written funding policy. This policy will define funding goals and the time horizon, estimate future financial risks facing the Fund and make necessary provisions to ensure the achievement of financial goals on a continuous basis, including maintaining adequate reserve levels.
Furthermore, the ILO recommends the development of a strategic plan to review the Fund's current investment policy. This should include increasing the percentage of Fund assets invested in non-government securities, while taking into account the profile of the Fund's liabilities. It also suggests the restraint of long-term future increases in public debt owed to the Fund.
As the Minister of Labour emphasized, investing part of the Fund's assets in non-government securities in the near future would help restrain future increases in state debt owed to the Fund in the long term and provide greater flexibility to the Fund during periods of significant financial constraints.
Panayiotou stressed that the conclusions of the Actuarial Study are a reference point for the planned pension reform of 2025, and the recommendations of the ILO will be constructively put to use by the Government, which has the political will to implement them, through public consultation, social dialogue, and cooperation with political parties.
Responding to a question, he said that the observations of the ILO are timeless, as is the practice of Governments for internal borrowing.
"What is different today is the political will of the Government to proceed and implement the necessary rationalisation of the Fund's investment policy," he said.
For this purpose, he added, the Ministry of Labour is in close cooperation with the Ministry of Finance, and since the first days of the current administration, the issue has been thoroughly discussed, including with the President of the Republic.
