Lusa - Business News - Portugal: Over 150,000 hours trawling in marine protected areas 2015-2023 - NGO

Brussels, April 16, 2024 (Lusa) - Portuguese Natura 2000 marine protected areas recorded more than 150,000 hours of deep-water trawling between 2015 and 2023, according to a report by environmental non-governmental organisations (NGOs) released on Tuesday.
The joint report by the NGOs Marine Conservation Society, Oceana and Seas At Risk states that a total of 4.4 million hours of deep-water trawling were recorded between 2015 and 2023 in the seven member states included in the study.
The Portuguese marine protected areas (MPAs) in the Natura 2000 network recorded 155,475 hours of deep-water trawling, mainly off the south-west coast (Alentejo) and Maceda/Praia da Vieira (Leiria district), a practice that is banned in the Azores and Madeira.
Gonçalo Carvalho, executive leader of the environmental association Sciaena, Oceana's Portuguese partner, told Lusa that deep-water trawling "is not compatible with safeguarding biodiversity", adding that Portugal is "still far from having effective management of marine protected areas".
The report is released as part of a campaign calling on the European Commission to ban trawling in MPAs.
The International Council for the Exploration of the Sea, which issues the scientific advice on the state of fish stocks that guides the European Commission in its proposals for annual or multi-annual catch quotas, considers that closing 30% of the waters of the EU North Sea, Celtic Sea and Baltic Sea to deep-water trawling would only result in a reduction in catches of between 0.1% and 6.6% per year, but with benefits for the marine ecosystems on which the species caught for commercial purposes depend.
Portugal is in sixth place, with 3.6% of the total hours of deep-water trawling, in a list headed by the Netherlands, with almost 2.2 million hours (49.3%); followed by Germany, with 730,245 hours (16.8%); Denmark with 656,582 hours (15.2%); Spain with 461,536 hours (10.6%); and Sweden, with 183,260 hours (4.2%). Ireland is at the bottom of the list, with 19,336 hours and 0.4 % of the total between 2015 and 2023.
The NGOs also point out that 90% of the designated offshore Natura 2000 marine sites under the Habitats Directive in the waters of the member states concerned have been subject to deep-water trawling since 2015 or since designation, when the sites are more recent.
Deep-water trawling is an indiscriminate fishing method that involves one or more vessels pulling heavy fishing nets along the ocean floor to catch fish and other marine species, such as shrimp, and is considered one of the most destructive methods, resulting in the loss of ecosystems, the release of carbon stored on the seabed and high levels of by-catch and fish discards (92 % of all EU fish discards come from deep-water trawling catches).
This situation, Sciaena believes, has a negative impact both on the sustainability of fish populations and on the fishing sector itself, especially on small-scale and low-impact fishermen, who account for 80% of the active European fleet and 50% of jobs in the sector.
