Lusa - Business News - Portugal: Spanish hydroelectric plans with possible impact in Portugal on view

Lisbon, April.15,2024(Lusa) - The Portuguese Environment Agency (APA) on Monday warned of a Spanish project for a new hydroelectric power station that could have "significant environmental effects in Portugal" and which is now under public consultation.
Information on the project, "Aproveitamento Hidroeléctrica de José Maria de Oriol II", which was sent by the Spanish authorities, is available for consultation for 30 working days, until 28 May, on the "Participa portal", the APA said in a statement.
As part of the process, "all opinions and suggestions submitted in writing will be considered and appreciated, as long as they are specifically related to the project under evaluation," it said.
In the statement, the APA says that having learnt about the project, "and considering that it could have significant environmental effects in Portugal", it notified Spain of Portugal's interest in participating in the respective Environmental Impact Assessment (EIA) procedure.
In response, and within the scope of the "Protocol of action between the Government of the Portuguese Republic and the Government of the Kingdom of Spain on the application to environmental assessments of plans, programmes and projects with transboundary effects", the Spanish authorities sent documentation on the potential transboundary impacts of the project.
The project concerns a new reversible hydroelectric power station to be built in the municipality of Alcántara, in the province of Cáceres, taking advantage of the existing Cedillo and Alcántara II reservoirs.
The new plant, owned by the Spanish company Iberdrola, "will not affect the way the net volume of water released downstream from Cedillo is managed", according to the documentation provided.
Environmental impact studies made available show that the new project "will have a moderate environmental impact" and that the effects on the Natura 2000 network can be minimised.
The Cedillo dam is on the border with Portugal and, given the definition of the line separating the two countries, the Alcántara dam is also very close. Between the two lies the Tejo Internacional Natural Park.
The documentation sent out for the public consultation states that with regard to cross-border impacts, "a potential impact on the riparian habitats of community interest (HIC) present on the banks of the Cedillo reservoir has been detected, as a result of the lowering of the reservoir level to level 100 during the execution of the works" (five months during the external excavation and construction of cofferdams for the installation of the lower water intakes, and another five months during the removal of the cofferdams and cleaning of the bed, in non-consecutive years).
It has been proposed to carry out reforestation equivalent to the affected areas in zones where access by mechanical means is feasible.
The José Mª de Oriol and Cedillo hydroelectric power stations already exist on the Alcántara II and Cedillo reservoirs.
The new plant will generate a total of 440 MW of installed power and will save an estimated 355,000 tonnes of carbon dioxide per year, according to the documents, which report the creation of 3,600 direct and indirect jobs.
