Lusa - Business News - Portugal: New cinema, audiovisual plan will benefit national output - institute

Lisbon, March 26, 2024 (Lusa) - The new strategic plan for cinema and audiovisuals, from 2024-2028, will start in a "stable legislative and financial" panorama, with tax incentives that will benefit Portuguese production, calculates the Cinema and Audiovisual Institute (ICA).
The estimate appears in the strategic document, released on Monday by the ICA, which explains and frames the institute's plan of action until 2028, taking into account various sources of funding. The previous strategic plan covered the period 2014-2018.
Among the different sources of funding to be applied to the sector is the Tourism and Cinema Support Fund (FATC), with an annual allocation of €14 million, which, according to the ICA, is "rounded down to €13 million" because of the running costs of the Portugal Film Commission and for prospecting missions.
Of that €13 million, ICA estimates that the majority of the funds, €8.4 million, will go to Portuguese productions and co-productions and that the remaining percentage will go to foreign productions.
The tax incentive included in this fund created in 2018 was aimed at attracting foreign productions to Portugal, but over the years it has also ended up playing "a very important role in financing" Portuguese works.
At the end of 2023, the government approved a new "cash rebate" production incentive scheme, complementary to the FATC which will have an annual allocation of up to €20 million, for "major budget productions, with eligible production expenditure in Portugal equal to or greater than €2.5 million per project".
However, this incentive has yet to be regulated, a task that will be left to the next legislature.
In the new strategic plan, the ICA also calculates that, from the collection of fees that are provided for by law - and whose funds revert to financing the sector - it is possible that there will be a stagnation or even a decrease in the number of subscribers to pay-TV services, such as NOS and Vodafone, and that this could have repercussions on the funds to be collected.
On the other hand, when it comes to collecting fees from streaming services operating in Portugal, the outlook is for "still significant growth in the coming years", bearing in mind that it is a "market that has shown very high and rapid growth in recent years".
The 2024-2028 strategic plan was approved on the 19th by the outgoing minister for culture, Pedro Adão e Silva, after being presented to the sector's representatives in the Specialised Cinema and Audiovisual Section.
