Lusa - Business News - Angola: National cybersecurity centre, advisory council to be set up

Luanda, Oct. 27, 2025 (Lusa) - Angola will move forward with the creation of a National Cybersecurity Centre and a National Cybersecurity Council, a matter discussed on Monday by the Cabinet.

The decrees approving the National Cybersecurity Strategy, which creates the National Cybersecurity Council and the National Cybersecurity Council, were analysed today by the Cabinet, led by the Angolan president João Lourenço.

The draft presidential decree creating the National Cybersecurity Centre and approving its organic statute are regulatory instruments that aim to “consolidate Angola as a secure and competitive country in the digital environment”, promoting an innovative and inclusive approach to improving the technological system, in accordance with international standards and practices.

In a statement, the Angolan authorities also note that the National Cybersecurity Council will be a multidisciplinary collegiate body of an advisory nature to the head of the government, ensuring coordination and articulation between public and private entities that are directly involved in the process of designing and implementing the protection and resilience of Angolan cyberspace.

As for the National Cybersecurity Strategy, it is a “policy instrument that includes a set of policies that are essential for preventing and combating practices that endanger the national cybersecurity ecosystem,” they added.

The Cabinet also approved, for submission to Parliament, a draft bill Against False Information on the Internet - a pragmatic instrument that establishes a new legal regime on preventive measures and accountability for the production and dissemination of false information and news on the Internet.

The Angolan government’s collegiate body also considered the draft presidential decree amending the General Regulation on Electronic Communications, a law that establishes the legal regime applicable to electronic communications networks and services, frequencies and numbering for universal service, in order to ensure investment and the emergence of new electronic communications operators.
