Lisbon, Oct. 21, 2025 (Lusa) - The Green Rail Pass represented more than €13 million in revenue for CP in its first year in force, with 120,000 new pass customers and around 650,000 tickets sold, the government said on Tuesday.
On the one-year anniversary of the Green Rail Pass, which costs €20 a month, the Ministry of Infrastructure said in a statement that these figures prove that the creation of a "flexible, accessible and above all digital product" is a "recipe for success".
According to CP - Comboios de Portugal, also in a statement, in September more than 67,000 subscriptions were sold, a "record" monthly figure, and in one year almost 2.2 million bookings were made on Intercidades trains, with around 28% of passes being purchased by new customers.
In addition, the railway company pointed out, the data shows that around half of the passengers travelling with a Green Rail Pass used more than one service.
"We are successfully achieving the goal of bringing more people onto public transport to help meet the decarbonisation targets," stressed the Minister for Infrastructure, Miguel Pinto Luz.
When the measure was announced, the government stated that CP would be compensated with €18.9 million per year, via a public service contract with the state, for the loss of revenue resulting from the entry into force of the Green Rail Pass.
On 8 October 2024, CP's Workers' Committee considered that the compensation planned by the government for the company was insufficient, a statement that led to "surprise and repudiation" on the part of CP's chairman, Pedro Moreira, who said that the company had rigorously calculated the amount.
Earlier this year, on 14 April, at a lunch-debate organised by the International Club of Portugal in Lisbon, the Minister for Infrastructure said that if the trend of increased revenue in the first two months of the year continues, CP won't need any compensation for the pass.
The Green Rail Pass replaced the national rail pass and allows travel on regional, interregional (2nd class), Lisbon and Porto urban trains (outside the areas covered by the metropolitan intermodal passes), Coimbra urban trains and Intercidades (2nd class, with compulsory seat reservation in advance).
