Lisbon, July 21, 2025 (Lusa) - Lisbon Metro announced on Monday that the four bids received for the construction of the Violet Line, which will connect Odivelas to Lisbon's northern suburb of Loures, ranged between €598.8 million and €716 million.
The four bids, opened on July 15, are now being analysed by the members of the international public tender jury.
The tender for the Violet Line contract was launched by the Lisbon Metro on April 15, with a base price of €600 million, plus VAT.
In a note, the Lisbon Metro indicated that a bid from MasterStylo - Eletricidade e Telecomunicações, Lda was €600 million for the design and construction of the new line, while the consortium formed by Mota Engil, Engenharia e Construção, S.A./Zagope - Construções e Engenharia, S.A./Spie Batignolles Internacional - Sucursal em Portugal proposed construction for €598.8 million.
Another bid, worth €716.0 million, was submitted by Teixeira Duarte - Engenharia e Construções, S.A./Casais - Engenharia e Construção, S.A./Tecnovia - Sociedade de Empreitadas, S.A./E.P.O.S. - Empresa Portuguesa de Obras Subterrâneas, S.A./Somafel - Engenharia e Obras Ferroviárias, S.A./Jayme da Costa - Energia E Sistemas, S.A.
The fourth bid, submitted by FCC Construcción, S.A./Contratas y Ventas, S.A.U./Comsa, S.A.U./Comsa Instalaciones Y Sistemas Industriales, S.A.U./Fergrupo - Construções Técnicas e Ferroviarias, S.A., came in at €629.9 million.
According to Metro de Lisboa, the ‘public tender is for the contracting of various components of the project, such as the design and construction of the light rail system infrastructure and the surrounding urban redevelopment, the preparation of all studies for the purposes of the public expropriation process and the supply of rolling stock’’.
The figures for the bids were released after the legal deadline for deciding on any complaints about the list of bidders had expired.
This investment is part of the plan to expand the Lisbon Metro network and is scheduled for completion in 2029.
The Violet Line, 11.5 kilometres long, will have 17 stations: nine in the district of Loures (serving the parishes of Loures, Santo António dos Cavaleiros and Frielas, over a length of approximately 6.4 kilometres) and eight in the district of Odivelas (serving the parishes of Póvoa de Santo Adrião and Olival de Basto, Odivelas, Ramada and Caneças), over a total length of approximately 5.1 kilometres.
The stations will be of different types, with 12 above ground, three underground and two in a cutting.
The first public tender for the Violet Line contract was launched on March 15, 2024 and resulted in the exclusion of all bids submitted by economic operators, as they exceeded the base price of the tender by an average of around 46%.
"In this context, it was necessary to update the investment cost to reflect the price update that occurred between the completion of the preliminary study (in 2023) and the estimated start date of the new public procurement procedure for the contract, resulting in an increase in the total investment cost of €150.2 million," the note said.
