Lusa - Business News - Portugal: In top three EU member states on gender equality - report

Lisbon, July 10, 2025 (Lusa) - Portugal is one of the three European Union (EU) Member States with the “best performance in promoting equality between women and men,” according to a statement released today by the national body responsible for defending this right enshrined in the Constitution.

In a statement, the Commission for Citizenship and Gender Equality (CIG) cites the report by the European Institute for Gender Equality (EIGE) entitled “Institutional mechanisms for gender equality in the EU - current realities, future priorities”.

The study, which assesses institutional mechanisms for gender equality in the 27 countries of the bloc, “places Portugal in the top 3 in Europe, with 75% of the maximum score in the four indicators analysed (…) only surpassed by Sweden and Spain”.

‘This international recognition is a clear sign that political and technical investment in the area of gender equality has concrete results,’ said CIG President Sandra Ribeiro, quoted in the statement.

The indicators assessed are: political commitment, human resources, integration of the gender perspective in public policies and production of statistics broken down by sex, based on data from 2024.

The EIGE highlights the National Strategy for Equality and Non-Discrimination (2018-2030), the “technical and political leadership” of the CIG, which coordinates interaction between the ministries responsible for equality policies, and the “implementation of concrete mainstreaming instruments, such as gender impact assessments and gender-responsive budgeting, recognised as European good practice”.

‘Compared to the previous assessment (2021), Portugal has made progress on all indicators, strengthening its position as a reference country in the European Union concerning institutional mechanisms for promoting gender equality,’ according to the CIG.

Spain is the EU country with the highest score (86%), obtained from the “average of the scores for each of the four monitoring indicators, expressed as a percentage of the maximum possible”, followed by Sweden (78%) and Portugal, the only Member States with a score above 70%.

More than half of the countries in the bloc (14) have a rating below 50%. Bulgaria, Slovenia, Latvia, Estonia, and Cyprus have a score below 40%, while Poland has a score of 17%. Poland is the only country with an overall score below 30%.

The report recommends that EU institutions and bodies define gender equality as an objective of the bloc’s long-term budget, with budgetary targets for gender equality interventions and activities, as well as gender mainstreaming.

“Promoting a European Union Council training course dedicated to gender equality”, which would bring together EU ministers responsible for implementing this right regularly, is another of the recommendations.
