Oeiras, Portugal, June 26, 2025 (Lusa) - The mayor of Oeiras stated on Thursday that the searches conducted by Portugal’s criminal investigation police agency, PJ, at the local authority relate to business transactions between the municipal company Municípia and the government of Mozambique, specifically concerning cartography and land registration work in Nampula.
“It concerns the activities of this company in relation to business the company carried out in Mozambique, in Nampula, for the government of Mozambique, financed by the World Bank, and in relation to which reports surfaced two years ago about possible illegalities in the company’s management,” Isaltino Morais told journalists.
According to the mayor, following these reports and also allegations of possible illegalities that reached the Oeiras City Council, the local authority itself “arranged an external audit, and the City Council and the Municipal Assembly received it” about six months ago.
The audit, according to the mayor, concluded “that the review identified some formal irregularities” but “from a substantive point of view, the activity remained lawful.”
“As I understand it, there are two dimensions here: One has to do with this activity in Nampula, which was a cartography and registration job they did for the Mozambican government.”
Additionally, there are contracts with the municipality in the areas of cartography and information technology. I think the investigation focuses on that,” said the mayor.
Authorities are searching the Oeiras City Council, in the district of Lisbon, today for “suspected corruption,” a source from the Judicial Police (PJ) told the Lusa news agency.
Contacted by Lusa, a source from the Oeiras City Council confirmed that the searches began at 9 a.m. and are related to contracts signed with the municipal company Municípia - Empresa de Cartografia e Sistemas de Informação.
In a statement, the PJ confirmed searches at the Oeiras City Council and also in Grândola and at companies in the tourism sector for “possible crimes of malfeasance, passive corruption, active corruption, economic participation in business and abuse of power and violation of urban planning rules”.
