Lusa - Business News - Portugal: Civil liability insurance for electric scooters compulsory from Friday

Lisbon, June 19, 2025 (Lusa) - Civil liability insurance will be mandatory starting Friday for electric scooters, Segways and hoverboards in Portugal, with the Public Security Police responsible for enforcing this new measure.

According to the decree-law that comes into force this Friday, motorized vehicles with a maximum speed of more than 25 kilometers per hour or weighing more than 25 kg and traveling at speeds of more than 14 kilometers per hour are covered by the compulsory civil liability insurance.

If the vehicle has these characteristics, it is mandatory to have civil liability insurance, “regardless of the characteristics of the vehicle, the terrain on which it is being used or whether it is parked or in motion,” reads the document published in the official government gazette.

This law excludes “wheelchairs intended exclusively for people with physical disabilities.”

The PSP police is responsible for enforcing civil liability insurance for these vehicles and for imposing the respective fines.
