Lusa - Business News - Angola: President's visit to Brazil should give boost to agriculture - expert

Luanda, May 19, 2025 (Lusa) - Angolan international relations expert Crispim Senga said on Monday that the Angolan president's visit to Brazil should strengthen cooperation in agriculture, considering that the country "needs to organise itself internally" to attract and retain foreign investors.

"The main political objective of the visit by the country's president, João Lourenço, to Brazil is to strengthen bilateral relations between the two countries, focusing on the agricultural sector," Crispim Senga said today, recalling the recent visit to Angola by a Brazilian business delegation.

Speaking to Lusa, in the context of the visit scheduled for Friday, the expert believes that results should emerge in the medium to long term, advocating the practical implementation of the agreements signed.

Crispim Senga believes that the results of the visit depend not only on the Angolan head of government, as the main driving force behind the country's foreign policy, but above all on his aides in implementing the various agreements that the country has signed.

The executive must have the capacity to analyse and evaluate the agreements that are signed to determine whether they are effective and "have an impact on the quality of life of Angolans," he noted.

João Lourenço will travel to Brazil on 23 May to discuss with his counterpart, Lula da Silva, proposals for bilateral cooperation in the agricultural sector, according to the Brazilian government.

A Brazilian agribusiness mission with about 30 Brazilian businesspeople, led by Minister of Agriculture and Livestock Carlos Fávaro, was in Angola from 5 to 10 May to participate in government meetings and technical visits in the provinces of Luanda, Malanje and Cuanza Norte, as well as meetings with representatives of the Angolan private sector to discuss forms of financing.

Senga also highlighted the importance of João Lourenço's visit to the South American nation as an opportunity to attract foreign investment to Angola, within the framework of the Angolan head of state's economic diplomacy.

He noted, however, that foreign investment in Angola has not materialised as the authorities would like due to a lack of "internal organisation to attract and retain foreign investors".

"Angola needs to organise itself internally to attract and retain foreign investors, because we are still struggling with issues of corruption, instability and lack of communication channels, which are not attractive to investors," he said.

"No investor in their right mind will invest in a country where they have no guarantee that they will see a return the next day," said the political analyst.

For Crispim Senga, author of the book ‘Africa in the Context of the New World Order,’ which will be launched on Thursday in Luanda, João Lourenço is going to Brazil as President of Angola and not of the African Union (AU), noting that the African organisation "works with a coordinated strategy.

Asked whether this visit by the Angolan president, who is also president of the AU, is in line with Angola's strategy in the leadership of the African bloc, the political analyst insisted that the AU "has a defined agenda," acknowledging, however, that the current leadership can influence the organisation's agenda.

The African Union "has a defined agenda, which means that all countries that assume the presidency end up having a presidency of continuity, the result of an agenda that already exists at the organisational level. Obviously, depending on its weight and context, the country that holds the presidency can influence the organisation's agenda by introducing one or another item", Crispim Senga argued.

Around 70% of Brazilian exports to Angola are from the agribusiness sector, particularly sugar and chicken, beef and pork, accounting for 340 of the US$493 million exported to the country last year.
