Lisbon, Sept. 18, 2026 (Lusa) - The government approved, at a cabinet meeting on Thursday, a one-off supplement for pensioners receiving up to €1,611.39, with support ranging from €100 to €200, due to be paid in December.
Prime Minister Luís Montenegro announced the decision in a statement to the nation, delivering the address from the official residence in São Bento, Lisbon.
According to the prime minister, in order to «strengthen the response» to the crisis caused by the rising cost of living, the government approved a series of measures.
Among the approved measures is an extraordinary supplement for pensioners on the lowest pensions, announced on 8 September during the parliamentary debate on the motion of no confidence tabled by Chega against the government.
As the minister of finance had already indicated, Luís Montenegro explained that the one-off supplement «will be €200 for those receiving a pension of up to €537.13» (equivalent to one IAS), €150 for those receiving between €537.13 and €1,074.26 (equivalent to between one and two IAS) and €100 for those receiving between €1,074.26 and €1,611.39 (equivalent to between two and three IAS).
«It will be paid with the December pension and will cover more than two million pensioners,» he added.
In previous years, the support was allocated per pensioner rather than per pension, meaning that those receiving multiple pensions had these amounts added together to determine eligibility.
According to a notice published on the government's website, and as in previous years, the support «will not be taken into account for the purposes of the Solidarity Supplement for the Elderly» (CSI).
The government estimates it will spend €400 million on this measure and, as previously announced, will pay the support between 7 and 8 December alongside that month's pension.
In his statement, the prime minister said that the daily lives of the Portuguese people «are weighed down by a legitimate and justified concern about the rising cost of living», and, whilst emphasising that the country has limited «influence over the cause of this crisis», he acknowledged that «its impact» is being felt.
«For this reason, and for the good of all, we must strike a balance between social responsibility and financial responsibility,» he added.
In addition to the one-off supplement for pensioners, the government approved a series of other measures, including a draft bill to reduce income tax rates for the 1st to 6th tax brackets, which will fall by between 0.3 and 0.5 percentage points, and the extension of the ‘green rail pass' to urban transport services in Lisbon and Porto, including the Fertagus line.
