Dili, Aug. 24, 2026 (Lusa) - The Community of Portuguese Language Countries (CPLP) Council of Ministers approved, during its 31st Ordinary Meeting held on 19 August in Timor-Leste, the granting of consultative observer status to 14 organisations from member states, the organisation announced on Monday.
«Among the new organisations granted consultative observer status are organisations from Angola, Brazil, Mozambique, Portugal and Timor-Leste, covering areas such as education, the environment, health, sport, foreign trade, socio-environmental development, entrepreneurship and community involvement,» stated the CPLP in a press release.
Specifically, the following organisations have been granted this status: «the International Association of Luso-Asian Communities (APCA), from Timor-Leste; the International Association of Portuguese-Speaking Communities (CLPI), the Portuguese Sports Confederation, the Lisbon Panathlon Club and the University of Lisbon/Colégio Tropical, from Portugal; and the Nampula Association for Youth and Adult Education (ASEJANA) and the National Institute of Health of Mozambique (INS)», it began by noting.
From Angola, the Association of Women in Maritime, Port and Related Activities of Angola (AMMPACA – WIMANGOLA) and the Business Forum of Portuguese Language Countries (FE-PALOP) were approved.
Finally, from Brazil, «six organisations were approved as consultative observers: the Centre for Environmental Education and Heritage Preservation at the Federal University of Paraná, the Forum of NGOs on AIDS in the State of São Paulo (FOAESP), the Brazilian Fund for Environmental Education (FunBEA), the Foundation for Foreign Trade Studies (FUNCEX) and the Espinhaço Institute – Biodiversity, Culture and Socio-Environmental Development».
The CPLP explained that the decision is based on its statutes and the regulations governing consultative observers, «adopted in 2009 and subsequently amended in 2016 and 2023».
«The granting of this status stems from the applications submitted by the organisations and their compliance with the applicable regulatory provisions,» it stated.
The CPLP Council of Ministers meeting scheduled for 17 July – which would have marked the organisation's 30th anniversary – in Dili, Timor-Leste, was postponed to 19 August.
The CPLP comprises Angola, Brazil, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe, and Timor-Leste; the latter has held the organisation's rotating presidency since Guinea-Bissau's suspension following the military coup of 26 November 2025.
