Lusa - Business News - Mozambique: South Africa wants backer for luxury tourist resort on T

Maputo, July 21, 2026 (Lusa) - The Industrial Development Corporation (IDC), a South African public financial institution, has launched a search for a strategic partner to complete a private luxury tourist resort on the Topuito Islands, off the Mozambican province of Nampula.

The initiative was announced via an international call for expressions of interest, seen on Tuesday by Lusa and open until 14 August, for the Lux-Isle project, a Mozambican company established in 2001 to develop a high-end tourism development on the islands of Caldeira and Nejovo (or Topuito), situated off the coast of the Moma region in northern Mozambique.

According to the IDC, the project envisages the development of a private five-star resort with 60 accommodation units, spread across Caldeira Island, covering 13.5 hectares, and Nejovo Island, covering 6.74 hectares.

The Industrial Development Corporation is a South African state-owned development finance institution dedicated to supporting industrial and investment projects across various economic sectors, including infrastructure, energy, natural resources, manufacturing and tourism.

In its announcement, the institution states that it is seeking strategic partners with operational experience and the financial capacity to invest in the project and support its completion, commercial launch and long-term operation.

According to the IDC, the Topuito Islands offer favourable conditions for luxury tourism, with warm waters all year round, stable weather conditions and proximity to the city of Nampula – Mozambique's third-largest city – which has an airport and other supporting infrastructure.

The organisation adds that the region offers offshore maritime activities and a diverse range of cultural experiences – features it considers well-suited to positioning the development as a high-end tourist destination.

The islands are situated off the coast of the Moma region, on the coast of Nampula province, a region known for its extensive Indian Ocean beaches, reefs and areas of high ecological and tourist value.

According to IDC, interested parties must submit written expressions of interest by 14 August 2026, the date set for the conclusion of the selection process for the future strategic partner.
