Lusa - Business News - Portugal: President praises Mozambique opposite for 'reformist agenda'

Carcavelos, Portugal, July 15, 2026 (Lusa) - The Portuguese Head of State, António José Seguro, on Wednesday congratulated the President of Mozambique, Daniel Chapo, on his “reformist agenda”, described bilateral relations as being “in excellent shape” and called for cooperation “geared towards concrete results”.

During a conversation with Daniel Chapo at the Euro-Africa Forum, held at the Carcavelos Campus of the Nova University of Lisbon, António José Seguro noted that Portugal’s “training capacity” – “of the highest quality, among the best in the world” – is at Mozambique’s disposal.

“I’ll just give the armed forces as an example – [an area] of the utmost importance – where some training and cooperation already exist, and where Portugal is willing to continue to expand this type of training,” he said.

On the subject of trade and investment, Seguro reported that the €500 million credit line announced in December 2025 by the Portuguese Government to encourage Portuguese companies to invest in Mozambique is close to being finalised.

After hearing Daniel Chapo highlight this credit line, the Portuguese President commented that it is “an extremely important credit line, which acts as a key guarantee for investment” by Portuguese businesspeople in Mozambique.

“And just this week, the prime minister [Luís Montenegro] informed me that we are already – I wouldn’t say at the technical details, because these matters are not a matter of detail – but we are very close to a final decision so that this facility can be finalised. And that is excellent, and I congratulate the minister of foreign affairs, who is here today,” he added.

António José Seguro described Mozambique as a country with “enormous economic potential” and “an extremely important geostrategic location”, offering “a wealth of opportunities”, and advocated a bilateral relationship “geared towards concrete results”.

“I would like to offer my warmest congratulations to President Daniel Chapo on the reforms and the reformist agenda he has been implementing in his country, because this creates an environment of trust and predictability for Portuguese companies wishing to invest there. I would like to congratulate you wholeheartedly, Mr President,” he declared.

Later, the Portuguese Head of State added: “As regards political stability, we have an excellent relationship and, indeed, I would emphasise what President Chapo said a moment ago, that we are at an excellent juncture in our relations.”

“For Portuguese businesspeople wishing to form partnerships or invest, this is naturally significant because it fosters trust, stability and predictability – and that is very, very, very important. I therefore wish to commend not only the vision, but also the concrete steps that President Chapo has taken and which, under his leadership, have been implemented in Mozambique,” he emphasised.
