Lisbon, July 15, 2026 (Lusa) - Portugal's minister for infrastructure and housing said on Wednesday that the revision of Law 45/2018 constitutes a reform for the ride-hailing sector and will mark a new phase for a sector that is “so essential” to urban mobility.
According to Minister Miguel Pinto Luz, who is currently giving evidence before the Committee on Infrastructure, Mobility and Housing, “the reform is very much in line with what the PSD government had been advocating”, recalling the initial ministerial order that had already been issued.
“I believe we can say, with accuracy and good reason, that a new phase is about to begin in this sector, which is so essential to mobility, particularly urban mobility,” he emphasised.
Almost eight years after Law 45/2018, also known at the time as the ‘Uber law’, came into force, the most comprehensive revision to date is set to take place, following months of discussion and detailed hearings in the Committee on Infrastructure, Mobility and Housing, where draft bills from the PSD and the CDS-PP were voted on.
On Tuesday, following the votes on 8 July in the specialist committee, the Liberal Initiative requested a re-vote on several points, as Miguel Santos, chair of the Committee on Infrastructure, Mobility and Housing, told Lusa.
However, “all the amendments were rejected”, meaning the text now proceeds for approval in its entirety.
