Lusa - Business News - Mozambique: Cabinet approves creation of civil aviation training institute

Maputo, June 23, 2026 (Lusa) - Mozambique's government approved the creation of the National Academy of Aeronautical Sciences (ACA) on Tuesday, which will reintroduce training for aeroplane and helicopter pilots and cabin crew, thereby reducing the costs of training abroad.

“Among other benefits, the ACA will reintroduce training for aeroplane and helicopter pilots and cabin crew,” the spokesperson for the cabinet, Salim Valá, explained at the end of a meeting of the body in Maputo.

According to Valá, this new institution will bring economic benefits by reducing the costs of training abroad, increasing operational efficiency and sustainability, and strengthening national sovereignty in this sector.

“To respond appropriately and effectively to the challenges posed by global, regional and national developments in the civil aviation sector and by international conventions, organisations training civil aviation professionals must be staffed by specialised and duly certified professionals; they must also be equipped with suitable infrastructure, equipment and instruments, hence the need for strategic investment in this field”, he explained, referring to the need to establish this new institution.

The government has dissolved the National School of Aeronautics, explaining that the decision stems from the country's institutional restructuring of its civil aviation sector to ensure services are effective, efficient, sustainable, and of high quality.

At the same session, the government approved the draft law ratifying the International Labour Organisation Convention on Migrant Workers, to be submitted to parliament, noting that the instrument aims to ensure that the protection and promotion of equal opportunities and treatment for migrant workers are ensured, helping countries to manage migration flows in an organised, safe and fair manner.

The government also ratified the International Labour Organisation Convention concerning Migrations under Abusive Conditions and the Promotion of Equal Opportunities and Treatment for Migrant Workers, which will likewise be considered by parliament.

“The Convention aims to eradicate migration under exploitative conditions through measures to combat human trafficking and the exploitation of migrant workers, as well as to promote equal treatment and opportunities, saying that migrant workers have the same rights and conditions as local workers,” said Valá.

He added that the government had approved the resolution ratifying the International Labour Organisation’s Convention on Private Employment Agencies, to be submitted to parliament, explaining that it aims to strengthen legislation governing the labour sector in order to ensure the protection of Mozambican workers abroad, as well as to promote the competitiveness and efficiency of private employment agencies.
