Maputo, June 23, 2026 (Lusa) - Mozambique and Angola have signed two memoranda of cooperation in Maputo, aimed at strengthening bilateral collaboration in the space, communications, information and communication technologies (ICT) and meteorology sectors.
The signing took place on the sidelines of the 5th National Communications Conference, organised by the Mozambican Communications Regulatory Authority (INCM), which is being held Monday and on Tuesday in Maputo, and was attended by Ministers Américo Muchanga of Mozambique and Mário Oliveira of Angola.
In the space sector, the memorandum focuses on knowledge sharing, the development of technical capabilities and the promotion of joint initiatives linked to the use of space technologies for the economic and social development of both countries.
Meanwhile, the memorandum covering the communications, information and communication technologies, and meteorology sectors provides for the exchange of experiences, technical and institutional cooperation, as well as the promotion of best practice in areas strategic to digital transformation and the modernisation of public services.
Angola’s National Space Programme Management Office (GGPEN) has been working closely with Mozambique’s National Communications Institute (INCM) with a view to implementing connectivity solutions supported by the Angolan satellite ANGOSAT-2, according to a statement from the Angolan authorities.
“In this context, the Boane Earth Station, located in Maputo province, is already technically aligned with the ANGOSAT-2 satellite and is currently receiving signals and carrying out the necessary operational tests. Technical teams are working to complete the testing phase and ensure full activation of remote terminals,” they added.
Angola’s Minister for Telecommunications, Information Technology and the Media, Mário Oliveira, stated at the end of the meeting that there was “a close relationship with Mozambique”, which had enabled the signing of the two agreements, aimed at the digital transformation of society and the economies of both countries.
The Angolan minister noted that the agreements will facilitate the development of technologies for the benefit of young people in both nations and highlighted Angola’s potential in the technological field and its intention to share this with Mozambique.
In the field of meteorology, the Angolan minister highlighted a “very ambitious” project to modernise the entire system, with the aim of forecasting a wide range of meteorological phenomena.
“We want to share this experience with Mozambique in terms of what we are doing from a technological perspective and in terms of staff training, which is a very important aspect. As regards space science, Angola has a national space programme, featuring the Angosat-2 communications satellite, and we are also in the process of developing an Earth observation satellite, on which we are already working,” he explained.
According to him, Angosat-2, Angola’s first geostationary telecommunications satellite, will “very soon” be providing services to Mozambique, with an Angolan delegation already working with the Mozambicans to establish the satellite link between the two countries.
“We want to pass on this experience to Mozambique and, in turn, learn from Mozambique’s experience in this field. It is therefore a ‘win-win’ situation,” said the minister, without specifying the investments required to implement the agreements.
By sharing the Angosat-2 satellite, Angola aims to expand the coverage network for internet services in schools and communities, whilst the Mozambican public administration will be able to benefit from a tool that can also assist businesses, agriculture, the mining industry and Mozambican border control.
“We have a very long history dating back to the struggle for liberation. Now, if we stood together during the struggle for liberation, against ‘apartheid’ here in our region, naturally we must stand together in the social, economic and technological development of our countries, with a single aim: to ensure that our countries are developed, and that this development will bring well-being to our fellow citizens,” he concluded.
