Luanda, April 27, 2026 (Lusa) – The new Cabinda international airport (NAIC) will cost €36.7 million more than planned, as stated by a contract addendum that Angola's President, Joao Lourenco, authorised in an order published in the government’s official gazette.
The order, dated 24 April and seen by Lusa on Monday, approves extra work not included in the original contract.
This includes building a larger passenger terminal to separate domestic and international departures, expanding aircraft parking areas, strengthening and improving ground conditions on the runway, installing a water supply pipeline, and reinforcing and extending perimeter fencing.
The transport minister, Ricardo de Abreu, will handle the signing of the addendum and delegate this authority further.
The government originally valued NAIC construction at $250 million (about €237 million), with over €90 million in funding from UK Export Finance, and Odebrecht Engenharia e Construção (OEC) leading the construction work.
The president authorised, in another order, spending $13.4 million (about €12.7 million) to hire specialised consultancy services through direct contracts without open tenders.
The services will support the development of key components of the Icolo e Bengo Airport City, a new urban, logistics, cultural and tourism hub linked to the António Agostinho Neto International Airport (AIAAN).
The work will cover urban design, planning and zoning parameters, architectural design of the African Contemporary Art Museum, and the development of tourism and leisure infrastructure of international standard.
A third order authorises total spending of about 6.5 billion kwanzas (around €6.2 million) to acquire six ARFF (Aircraft Rescue and Fire Fighting) vehicles, SuperDragon 8x8 model.
These vehicles help certify Mukanka (Huíla), Paulo Teixeira Jorge (Catumbela) and Namibe airports in compliance with the requirements of the Civil Aviation Law and the Convention on International Civil Aviation.
