Lusa - Business News - Timor-Leste: Over 20 state projects face issues or corruption risks - report

Dili, April 14, 2026 (Lusa) - The Timor-Leste Anti-Corruption Commission (CAC) analysed 86 state-funded projects and found that 25 presented problems or vulnerabilities to corruption, according to an institutional report obtained by Lusa on Tuesday.

The CAC’s 2025 annual report, presented to the national parliament on Monday, specifies that the commission compiled a list of 500 public projects and inspected 86 across various categories. "Of the 86 projects analysed, 25 presented problems or vulnerabilities to corruption," the document said.

The commission highlighted 13 projects from the National Electrification Programme, initiated between 2013 and 2016, which remain "unfinished or abandoned". Another 12 projects fell under the Infrastructure Fund and Ministerial Lines categories.

"The analysis revealed several irregularities, including contract violations, deviations from technical designs and bills of quantities, a lack of financial capacity by the contracted companies, failure to comply with legal procurement procedures, delays in final payments, and insufficient supervision by the responsible entities," the CAC said. The report identified two instances in which authorities launched new projects even though previous ones had not been completed.

The CAC forwarded 15 projects with evidence of corruption to criminal investigators. The report further showed that the commission received 83 public complaints related to corruption in 2025. It conducted investigations into 51 cases, concluding 27, which were then referred to the Public Prosecutor's Office.

The CAC also registered 10,972 asset declarations and fined 2,398 offenders $303,000 (approximately €257,000). "Despite facing challenges related to resource constraints and the complexity of cases, the institution continues its efforts to promote good governance, transparency and integrity in public administration," the document noted.
