Lusa - Business News - Mozambique: World Bank is largest creditor with 29% of external debt - report

Maputo,April.23,2024(Lusa)-The World Bank Group is the largest creditor of Mozambique's external debt, with 29% of the total of more than US$10.306 billion(€9.731 million) contracted externally, according to a report that Lusa had access to on Tuesday.
According to the ministry of the economy and finance's report on public debt for 2023, the World Bank Group, through the International Development Association (IDA), held 29% of this total as of 31 December, down from 30% in 2022, followed by China (through the state-owned Exim Bank China), with 15% (19% in 2021 and 17% in 2022).
The International Monetary Fund (IMF) currently holds 10% of Mozambique's external debt (8% in 2022), followed by Portugal and Japan, both with the equivalent of 4%, US$448.8 million (€421.6 million) and US$451.9 million (€424.5 million) respectively.
"After a notable contraction of 3.2% in 2022, the nominal stock of the central government's external debt worsened throughout 2023 (...) Despite this 2.4% increase in the stock (caused by disbursements from the IMF and Japan), it can be seen that the external debt continues to stabilise, not least because the stock has not returned to the comparatively high levels of 2021," it reads.
In 2021, Mozambique's total external debt totalled more than US$10.391 billion (€9.762 billion), which fell the following year to around US$10.061 billion (€9.452 billion), accelerating again (by 2.4%) in 2023.
The report also recalls that Mozambique's external indebtedness includes the "MOZAM 2032" Eurobond issue, worth US$900 million (€845.4 million), equivalent in this case to 9% of the total.
"The movement of the external stock in 2023 followed a dynamic consistent with an already typical pattern, in which multilateral debt has generated positive net flows (an increase in the stock), while bilateral debt has generated negative net flows," it adds.
On 16 April, the president of the World Bank Group, Ajay Banga, highlighted Mozambique's role as a base for the electricity market in southern Africa, after a meeting in Washington with the Mozambican president, promising new partnerships with the country.
"We had a good discussion about the work that is being done, the results of the economic development that Mozambique is trying to achieve, the improvement in economic growth, the improvement in inflation. But the most important thing is that we discussed the opportunity for young people and their future and how, if we invest in young people, this will become the future of the country," emphasised Ajay Banga, speaking to journalists after meeting Mozambican president Filipe Nyusi.
At the meeting, which took place at the World Bank's headquarters in the US capital, the two leaders discussed "the importance of them [young people] for employment and how to create jobs with certain assets that Mozambique is already doing a good job with, such as energy and electricity," he said.
Mozambique has not only improved "access to electricity for its own people, and there is more to come, but it is also becoming a base for the electricity market in southern Africa, an excellent step forward," he added.
For the president of the World Bank Group there is still "a lot that the government and the private sector can do together", not just in electricity: "Including tourism, infrastructure, all aligned to create jobs for the future of our world, which is young people. So I want to congratulate the President and his government for the work they are doing. I look forward to more joint partnerships."
