Lusa - Business News - Macau: MP accuses government of hiding data on protected dolphins

Macau,China,March.26,2024-A member of parliament on Tuesday accused the Macau government of hiding information about the impact of an island for rubbish disposal on the survival of white-sided dolphins, but the authorities defended the creation of the area.
Ron Lam U Tou emphasised that scientific studies commissioned by the authorities show the existence of the mammals in the area where the government is now studying the creation of the so-called ecological island.
At a session of Macau's Legislative Assembly, the directly elected MP added that the reports propose "the delimitation of a marine ecological protection zone".
According to Macau public television TDM, the studies by China's Sun Yat-Sen University identified at least 144 dolphins in Macau's waters and advocated the creation of a protection area of more than 30 square kilometres.
In response, the director of the Environmental Protection Services, Raymond Tam Vai Man, argued that "the construction of the ecological island is necessary" and that the site chosen, south of Coloane, "is a suitable area".
Raymond Tam emphasised that the creation of an island for rubbish disposal is "a very pressing situation", since Macau's landfill has been saturated since 2016".
"We're doing some environmental studies and we're also going to do studies in relation to the white dolphins," he added.
However, Ron Lam U Tou recalled that studies already exist, but that "this information has never been publicised", allegedly to protect the "intellectual property" of the documents.
"In relation to this investigation paid for entirely by the government, there are clauses that clearly impede the public's right to information, which is unacceptable," said the MP.
Ron Lam asked for the studies to be made public, as well as guarantees that, "in relation to studies to be carried out in the future, there are no clauses that impede the public's right to information", but received no response from the authorities.
The MP also asked whether it would not be possible to reduce the landfill area or choose a site "with less impact on the ecological environment", giving as an example the waters to the east of the Macau peninsula or to the south of the artificial island of the Hong Kong-Zhuhai-Macau Bridge.
But the director of the Maritime and Water Affairs Bureau, Susana Wong Soi Man, argued that making landfill sites in other places "could increase the risk of flooding".
On the other hand, Ron Lam recalled that in 2017 China set itself the target of protecting more than 90% of the habitat of white-sided dolphins by 2026, which are considered "first-class protected national animals", just like pandas.
The MP accused the government of violating both the Chinese government's target and the UN Convention on Biological Diversity, which applies to Macau and sets the target of protecting 30% of maritime areas by 2030.
In response, the secretary for Public Works, Raimundo do Rosário, guaranteed that the Chinese semi-autonomous region would follow "the studies carried out by the interior of China" and pointed out that the final decision would always rest with the authorities in Beijing.
