Lisbon, May.26,2023 (Lusa) - Portugal's interior minister (MAI) considered on Friday that the cancellation of the border control officers' strike "is important" for the smooth flow and security at national airports and is the result of a "long and arduous" process that "has not yet come to an end". In written statements to Lusa, the MAI, José Luís Carneiro, argued that the call-off of the strike of the immigration and borders service (SEF) inspectors "is important because it ensures that airport transit is processed with greater ease and comfort for passengers", as well as for "security control" at national borders. "This was the result of a lot of work within the government, but also of an in-depth dialogue with the representative structures of SEF workers. This long and arduous journey has not yet come to an end. We now have the transition period until October, so that the SEF workers and the responsibilities of this institution are fully taken over by other entities", said José Luís Carneiro. The investigation, inspection and border inspectors union (SIIFF) revealed today that the strikes by SEF inspectors planned for Lisbon, Porto, Faro and Madeira airports had been cancelled and the strike notice lifted. For the union, with the promulgation of diplomas relating to the transition of staff and the creation of APMMA [Portuguese agency for minorities, migrations and asylum, now renamed AIMA - agency for integration, migrations and asylum], which also establishes a deadline of 29 October for the transition, "the grounds that were provided for in the strike notice" have been removed". At issue were the strikes scheduled at Lisbon's Humberto Delgado Airport between 5am and 10am on 27-29 May, 3-5 June, 10-12 June, 17-19 June and 24-26 June. At the remaining airports and border crossings, namely maritime, the strike was to take place on 22 and 29 May and 5, 12, 19 and 26 June. José Luís Carneiro defended that the government's diploma for the transition of SEF workers to other entities "always sought to safeguard workers' rights, guaranteeing remuneration gains for all professionals and the transition to equivalent categories, among other important dimensions". However, SIIFF today defended a differing point of view. "Regardless of whether [the SEF extinction diploma] has been enacted, it fell far short of what we understand would be the safeguarding of our rights. There are some issues that are not in line with the safeguarding of those rights, namely with seniority issues and some discretion in the application of certain issues that are not common to all career categories," SIIFF leader Renato Mendonça told Lusa. In the first strike, between the 20th and 22nd of this month, the number of SEF employees joining the strike was between 90 and 100%, according to figures reported by SIIFF to Lusa. The president of Portugal on Wednesday promulgated the government diplomas - approved in the Cabinet on April 6 - on the replacement of SEF and the transition regime for the respective workers, foreseeing difficulties in the initial phase of the new agency. In a note published on the official website of the Presidency of the Republic, Marcelo Rebelo de Sousa said he had chosen to promulgate these diplomas "despite the difficulties that the agency will have to manage - in this initial phase - the residence permit processes currently pending". The extinction of the SEF will take place in October, according to the announcement made this Thursday by the MAI, José Luís Carneiro, who assured that there will be a transition period for the implementation of this reform. Under the extinction of SEF, the administrative functions will pass to AIMA and the institute of registration and notary (IRN), while the police powers will go to the Public Security Police, National Republican Guard and Judiciary Police.
