Lusa - Business News - Portugal: Second phase of 4-day working week test has 46 companies taking part

Lisbon, March 24,2023(Lusa)- The second phase of the programme to implement the four-day working week in Portugal maintains 46 companies out of a total of 99 interested, it was announced on Friday at the presentation of the results of the first phase of the pilot project.
Among the main reasons for companies not advancing to the preparation phase are the global economic outlook, the need for financial investment, the complexity of its implementation, while others noted that "it is not the best solution to the problems" and that the benefits of the measure "will not be great" in the company context.
Most of the 46 that have continued in the project, which is supported by the government, have up to 10 workers, while five employ more than 1,000 people.
The main areas represented in the second phase of the project are consulting, scientific, technical and similar activities, with almost 40%, followed by education and information and communication activities - with about 15% each.
In terms of geographical distribution, Lisbon (11), Porto (8), Coimbra (5) and Braga (4) count the highest number of participating businesses, while the district of Setúbal and the Autonomous Region of the Azores lost businesses in comparison to those interested in the first phase.
In the second phase of the pilot project, these companies will have to deploy a team to prepare the third phase - the test phase - in three months. This preparation includes the definition of the new working week, the definition and measurement of success, the scenario analysis and the communication strategy.
Among the main concerns for these 46 companies are the possibility of productivity reduction, customer perception, workload and overload, associated costs, the workweek format and success metrics.
The pilot project also has eight associated companies, which began implementing the four-day week between 2021 and this year, not counting towards the project's results.
The evaluation report, authored by researchers Pedro Gomes, Professor of Economics at Birkbeck, University of London, and Rita Fontinha, Associate Professor of Strategic Human Resource Management at Henley Business School, University of Reading, divides into two segments the strategies for the reduction of weekly hours: to 32 hours and to 34 or 36 hours.
In the case of the reduction of weekly hours to 32, there are five solutions identified: the fifth day closure - in which the company closes its operations for an additional day per week -, the alternate format - in which employees take alternate days off -, the conditional - associated to the continuous monitoring of certain indicators -, the annualised - calculated on an annual average of 32 hours per week, which could be used in restaurants or areas of activity with seasonal work peaks - or the decentralised - which would depend on the way each department works.
As for the working weeks of 34 or 36 hours, these could represent or not an increase in the working day, with increases of 30 minutes or one hour per day, or alternation between weeks of four or five days of work.
The 46 companies total around 20,000 workers, but for now it is estimated that the pilot project will involve "between 1,900 and 2,000" employees, Pedro Gomes told Lusa.
The presentation, which took place in Lisbon, was attended by the secretary of state for labour, Miguel Fontes, as well as a roundtable discussion with representatives of some of the companies associated with the project.
