Luanda,Feb.3,2023(Lusa)- Angola's production of wheat, rice and barley has a deficit of 80%, with supply insufficient to meet market demand, the director for agriculture and livestock of the Angolan agriculture ministry said on Friday.
Manuel Dias was a speaker on the panel, "The Challenge of Self-sufficiency," presenting the theme, "Planagrão (National Plan for Promotion of Grain Production) and Planapecuária (National Plan for Livestock Development)," at the 1st National Forum on Industry and Trade, under the theme, "Challenges of Food Self-sufficiency," organised by the ministry for trade and industry.
According to Manuel Dias, the current total production of wheat, rice and barley reaches 30,000 tonnes, and imports are higher, representing a "huge deficit" for the country.
"Both wheat, rice and barley, the deficit is around 80%, that is, what we produce is not enough, 10,000 tonnes is nothing," he stressed.
The official stressed that given this situation, the government was thinking of large-scale production, with greater productivity and greater professionalism.
"The needs are immense, we have challenges, we have pandemic and climate shocks, and we need to move forward as quickly as possible," he stressed, indicating that 80% of the flour used for bread production is imported.
In turn, the moderator of the debate, Fernando Pacheco considered that what is foreseen in the Planagrão 2023-2027 for wheat "is unfeasible".
"There is no chance of us reaching that goal, because we do not have enough experience of wheat production, which would allow us to reach that goal. Brazil is much further ahead than us - there is no comparison - and is only now beginning to produce wheat in order to put an end to imports over the next few years," said the Angolan agronomist.
"We would hardly be able to do that and my opinion: the technical and financial effort to be made on wheat should be given to maize and rice production," Pacheco said.
According to Planagrão, the production of corn between 2017 and 2021 increased 25%, while rice had a production, in 2017, of 8,000 tons, staying a little below this figure in 2021.
In his presentation, Dias noted that maize imports over the last four years had fallen by 25%, whilst rice, wheat and soy had risen.
In 2021 Angola spent around US$73 million (67 million euros) on buying maize, US$263 million (241.7 million euros) on rice, US$305 million (280.3 million euros) on wheat and US$149 million (136.9 million euros) on soy.
Dias also said that the deficit for maize, in the 2020/2021 crop year, stood at 16%, rice at 89%, wheat at 81% and soy at 84%.
In relation to the 2023-2027 Farming Plan, Angola has a cattle herd of around three million, six million goats, two million pigs and three million poultry species.
The Angolan government approved in 2022, the National Plan for Promotion of Grain Production in Angola (Planagrão) for a significant increase in rice, wheat, soya and maize production, mainly in the eastern provinces of the country, providing resources estimated at over US$3 billion (2.7 billion euros).
The National Plan for Livestock Development (Planapecuária) was also recently approved, which aims to increase national production of beef, goat and pork as well as eggs and milk, at a cost of around US$300 million (275.7 million euros).
