Lusa - Business News - Portugal: Madeira wants residence permits for foreigners investing in country

Santa Cruz, Madeira, Portugal, Feb. 3,2023 (Lusa) - The head of the regional government of Madeira, Miguel Albuquerque, on Friday, defended the maintenance of 'gold' foreigners visas' to obtain residence in the region, but criticized the bureaucracy and the delay of the process.
Miguel Albuquerque was questioned by journalists about the 'gold visas', on the sidelines of a visit to a company, in the municipality of Santa Cruz, regarding the Corruption Perception Index (CPI) 2022, of Transparency International (TI), which concluded that the programme "increased the risks of corruption" in Portugal and "put pressure on the real estate market".
"The 'gold visas' do not work, here in Madeira they are residual," Miguel Albuquerque lamented, pointing out that "everything that is national does not work".
"TAP does not work, the 'gold' visas do not work, the SEF [the immigration and borders service] does not work," maintained the head of the regional government of Madeira (PSD/CDS-PP), although recognising that the programme is well structured.
The head of the island's executive also stressed that requests for 'gold visas' take "an eternity".
"You could die and the 'gold' visas don't arrive. It is all bureaucracy", he lamented.
Miguel Albuquerque also said that, in his view, the country should have "every interest in attracting foreign investment capital", highlighting "one thing that is in the 'gold visas' and that nobody talks about, which is scientific and technological know-how".
"Because one of the great components of this law, which is well structured, but doesn't work because the country doesn't work, is that residence permits can be granted to individuals or companies that bring scientific and technological added value to the domestic economy. And I think that would be very important for Madeira to take advantage of this", he said.
Miguel Albuquerque had already defended the maintenance of 'gold' residence permits for Madeira in early November, after the prime minister, António Costa, announced that the government would evaluate the continuity of the measure.
"We, at this moment, here in Madeira, want to keep the 'gold visas' for high-income residents because it is going very well," he said at the time.
The head of Madeira's government argued that the country's situation "is not uniform", so the possibility of ending 'gold visas' "depends on the circumstances".
"If we are talking about Lisbon or Porto, where there is in fact at this moment, it seems, a lack of real estate supply capacity, it is one thing, when we are talking about the interior of the country is another thing and when we are talking about the autonomous regions is another circumstance," he maintained.
The gold visa, also known as Golden Visa, is a residence permit for investment activity granted to nationals of states that are not part of the European Union, granted upon investment, business or real estate, in Portuguese territory.
