Lusa - Business News - Portugal: Azores government against €3 eco-tax on cruise vessel passengers

Ponta Delgada, Azores Portugal,Feb.3,2023(Lusa)- The Azores secretary of tourism, mobility and infrastructure on Friday spoke out against a three-euro maritime eco-tax on cruise ship passengers, proposed by the PAN Party, considering that it penalises tourism in the region.
At a hearing of the Azores parliament's economic committee on the PAN/Azores legislative decree project to create a maritime eco-tax to be applied to cruise ship passengers arriving in the region, Berta Cabral said that the proposal "affects tourism activity", given that the Azores are still "quite young in terms of tourism".
Berta Cabral pointed out that the tax at national level is two euros, while the proposal of the PAN (People, Animals, Nature Party)/Azores is three, which "removes uniformity of treatment" and penalises the ports of the Azores.
In any case, and despite being against the tax, the minister argued that, if approved, it should be directed to the ports of the Azores to invest in structures that promote clean energy in the reception of cruise ships.
Berta Cabral also recalled that the regional environment directorate "does not have administrative and financial autonomy" to manage the revenue from such a tax, which would have to be paid into the public treasury.
On the other hand, she added, Madeira has no taxes, which gives it a competitive advantage.
"I fear that this tax will make the ports of the Azores less competitive in comparison to other ports such as Madeira," she said.
Berta Cabral also recalled that the Azorean government has been focusing on attracting smaller, less polluting, expedition ships, which add value, as opposed to large ships, within the framework of energy transition and based on the recommendations of the European Union.
In this framework, the regional secretary for tourism, mobility and infrastructures revealed that a protocol has been signed with Madeira for a joint commitment to less polluting ships that call at various ports of both archipelagos.
"A tax is just another tax, the market will tell how it will react. It is never positive when you want to promote a product or destination," said Berta Cabral. The holder of the tourism portfolio also said that, within the framework of a shipbuilding industry geared towards building less polluting ships, the region's ports operator, Portos dos Açores, has no investments planned, "which does not mean that they are not planned" by the company, "which is following them with great interest and is attentive to promoting an energy transition as soon as possible.
Pedro Neves, MP for the PAN/Azores, said that the ships that dock in the region are "large ships and not small ones, as can be seen in 2023", and that they are "the most polluting in the world".
The parliamentarian also stressed that there are no "studies that sustain that tourist taxes decrease the number of tourists to a destination".
According to the PAN, the proposal is that the eco-tax will have a unit value of three euros per passenger, an amount that "will be channelled to the financing of utilities generated with activities related to the tourism sector, with special focus on the areas of greatest demand and tourist affluence".
The PAN also intends to channel the money "to support projects of public or private entities that aim to preserve the environment", argues the PAN.
The party warns that cruise tourism "is a proven source of air, sea and land pollution, with a strong ecological footprint".
"Cruise ships, despite representing a small percentage of the global shipping industry, are one of the most polluting, being responsible for about 24% of all waste originating from maritime shipping and the emission of greenhouse gases. In 2018 alone, and with reference to European Union ports, cruise ships emitted more than 139 tonnes of CO2," the party points out.
