Lisbon, Nov. 25, 2022 (Lusa) – Portugal's minister for infrastructure and housing on Friday drew a dividing line between socialists and the right around policy options, stressing an idea of "equal freedom for all" in contrast to "deregulation and competition".
Pedro Nuno Santos sought to establish these differences in his speech on behalf of the government in parliament, moments before the final overall vote on the proposed state budget for 2023, in a speech in which in the final part he attacked the PSD (Social Democrat) opposition led by Luís Montenegro.
"In a country like Portugal, for us, socialists, there are three major challenges for our community: firstly, how can we produce and work better, improving the economy and the workers; secondly, how can we guarantee sustainability and future for our community and our planet, investing in renewable energy and collective mobility; thirdly, how can we promote equal freedom for all, fighting inequalities and injustices of social class and territory", he began by pointing out.
For the infrastructure minister, who in June was involved in a crisis within the executive over the location of the new Lisbon airport and who is associated with the left wing of the PS (ruling Socialist Party), the challenges that a Socialist government identifies as priorities are not the same as those of the right, because those of the PS executive "result from the priority given to the idea of community".
"Similarly, our responses to the challenges are necessarily different from those advocated by the right. It is not just a question of who has the best answers or who carries them out best, but also of different visions of society, of the role of each one in the community and of the way in which we relate to each other", he argued.

"Where the right wing is waving blind tax reductions to those who can afford it most and waiting for investment to fall from the sky, this government cooperates, talks and responds to the needs of the business fabric in order to guarantee the necessary conditions for investment, which go far beyond mere taxation. Where we have sustainability as an imperative and we promote collective answers to guarantee the energy transition and the reinforcement of mobility, the right defends solutions based only on the market; individual and fragmented solutions, therefore incomplete and ineffective", he advocated.
In this context, the infrastructure minister took the example of mobility, considering that before being a question of decarbonisation, it is, above all, "about how we give people the freedom to live a more comfortable and healthier life".
"It's about how we improve the quality of life in our cities, towns and villages, while strengthening communities and bringing regions together. Where we have equal freedom for all, and therefore progressive taxes and universal public services, the right promises tax revolutions that protect a few and disenfranchise the majority," he pointed out.
On the social level, Pedro Nuno Santos, pointed out as a potential candidate to succeed António Costa in the leadership of the PS, also drew a line of separation at the level of the social state.
"Where we defend equal freedom for all, and therefore progressive taxes and universal public services, the right wing promises tax revolutions that protect a few and disenfranchise the majority. It is to guarantee equal freedom for all and not just for some that we increased family allowances, created the guarantee for childhood, that we made successive extraordinary increases in pensions, that we invested in the creation of new health units and in reducing the costs of access to the SNS (National Health Service), that we made school textbooks free and reduced higher education fees," he said.
In his speech, Pedro Nuno Santos directly criticised the PSD led by Luís Montenegro, stating that, "in place of answers, strategy and vision for the country, there is only tactical thinking, scheming and a need for power.
For the infrastructure minister, the social democrats "systematically accuse the government of being tired, when it is the PSD, a party with a recent new leader, that does not have a strategy or a vision for the country that goes beyond the policy of cases held hostage by the froth of days".
"It is, therefore, that this PSD is not an alternative, because the alternative to the government's response, strategy and vision are not the void. They are other responses, strategies and visions that the parties have the capacity to build and the courage to undertake. It is this capacity and this courage that today's PSD chooses not to have", he added.
