Praia,Sept.27,2022(Lusa)- Cabo Verde's airports recorded 24 bird strikes in 2021, according to a report by the Civil Aviation Agency (AAC) compiled on Tuesday by Lusa, classifying the situation as of "serious concern", especially in the capital.
According to the 2021 regulation report, recently completed by the sector's regulatory agency, "the significant number of occurrences related to the presence of birds near airports" notified last year "constitutes a serious concern for entities linked to civil aviation in Cabo Verde".
The situation, he added, is "aggravated by the fact that they occurred in a year of low airline and airport operations, caused by the Covid-19 pandemic and the suspension of operations of TACV [international flights] and TICV [domestic].
"They impose the adoption of the measures for their reduction in order to improve the level of operational safety," the CAA report noted.
According to the document, the 30 bird-related occurrences in 2021 near airports compared with 22 in 2020. Among those recorded in 2021, a total of 24 are due to bird strikes (against eight in 2020), four cases due to missed approach or 'Go around' and two due to rejected takeoff "because of the presence of birds".
Approximately 90% of the bird-related occurrences were recorded at Nelson Mandela International Airport in Praia, the document added.
"AAC is taking targeted measures to minimise the risks associated with possible incidents, and in more serious cases, accidents, caused by the presence of birds in and around the airport. On the other hand, the CAA has developed awareness actions on the problem of animal life in the surroundings of airports," it said.
The authorities began enquiries at the end of July of this year of bird breeders in the surroundings of Praia airport under the programme to curb incidents between birds and aircraft, five of which affected Portugal's TAP in 2021.
According to a source from the Cabo Verdean Institute for the Prevention and Investigation of Aeronautical and Maritime Accidents (IPIAAM), the actions are taking place under the "Bird Safe" programme for flight safety and protection of life and the surveys of bird and livestock farmers aim to "better solve the problem of the presence of animal life near airports, due to the danger it represents for air operations and puts human life at risk".
The fieldwork will cover several areas around Praia airport to "survey livestock and bird breeders and identify existing and predominant species," as well as "know the conditions in which these activities are practised".
The aim is to "understand the possible solutions to be adopted and their willingness to collaborate with institutions," explains IPIAAM, which is coordinating the "Bird Safe" action plan together with other entities and which lasts a year to develop and carry out activities to raise awareness among the population and institutions about "respect for the prevention of incidents, promoting behavioural change.
Since at least mid-2021, teams of airport workers have been seen around the Praia airport runway chasing away flocks of birds, while on the outer perimeter is the usual presence of dozens of grazing cattle, which in turn attract these flocks of birds.
"IPIAAM, through this joint initiative, aims to achieve more effective and far-reaching results in mitigating the risk that the frequent presence of animal life in the airport surroundings represents for operational safety and in favour of a culture of safety in the civil aviation sector," highlights the source.
Planes of Portuguese airline TAP suffered five incidents with birds at Praia airport in 2021, but the company's president said in March that measures adopted by the local authorities had improved the situation.
"This year, so far [2022], the situation is completely different with regard to incidents," said TAP CEO Christine Ourmières-Widener, when asked by Lusa on the sidelines of a visit she made to Cape Verde's capital in March.
Although without giving details, Ourmières-Widener acknowledged that following a "constructive dialogue" between the aviation regulator and the management of Praia airport, it was possible to establish a "direct connection" and apply measures to mitigate the situation.
Cabo Verde has four international airports on the islands of Santiago, Sal, Boa Vista and Sao Vicente, and three aerodromes, on the islands of São Nicolau, Maio and Fogo, all operated by state company ASA.
