Lusa - Business News - Portugal: Energy watchdog calls for 'prudent' investment in gas network

Lisbon, July.5,2022(Lusa)- The chairman of Portugal's Energy Services Regulatory Authority (ERSE) said on Tuesday that investments in the gas transmission network should be made prudently and stressed that they should be adapted for renewable gases.
"Gas needs will tend to decrease and, therefore, this issue of investment in gas networks should be carried out with prudence," said Pedro Verdelho, pointing out that those networks "should be prepared to receive" renewable gases such as biogas and hydrogen.
The head of the regulator was speaking at a joint hearing of ERSE, REN - Redes Energéticas Nacionais and the Directorate General of Energy and Geology (DGEG), in the Portuguese Parliament, on the approval of the Plan for Development and Investment of the Transmission Network for electricity and gas.
Pedro Verdelho recalled that ERSE's opinion on the plans warned of the need for "more prudence" in the natural gas sector investments due to the decarbonisation process, which involves electrification. At the same time, in the case of electricity, "uncertainties are smaller", reducing the "risk for tariff pressure".
The president of REN, Rodrigo Costa, highlighted concerns in the electricity sector related to the very high and high voltage transmission network. The plan includes projects associated with introducing hydrogen in infrastructures with natural gas.
For the director general of Energy and Geology, João Bernardo, "gas will play a fundamental role in the energy transition," with infrastructures compatible with the mix of renewable gases.
"I still think that, even from the point of view of security of supply, a country depending only on an energy vector - electricity - leaves us in a vulnerable situation," said the DGEG official, speaking in favour of building more caves in the rock salt mines in Carriço, municipality of Pombal, where natural gas is stored underground.
Regarding the licensing processes for hydrogen projects, João Bernardo said there are currently 30 producers registered in DGEG but warned of the need to increase the number of workers.
The proposed Investment Plan for the National Electricity Transmission Network (PDIRT-E) for 2022-2031 provides an investment of 831.2 million euros, 12% more than the 2019 proposal.
This amount is in addition to the 197.4 million euros approved in PDIRT-E 2017 to be carried out in the same period, as well as an amount of 438 million euros of other investments already validated by the grantor outside that PDIRT-E.
The opinion of the energy services regulator, which mainly focused on the investment of 392 million euros planned to be made between 2022 and 2026, was sent to the DGEG and the network operator.
The approval of PDIRT-E 2021 falls to the member of the government responsible for the energy area, the Secretary of State João Galamba.
