Lusa - Business News - Porugal: EU country where most respondents see 'social Europe' as important

Brussels, Mar.1,2021(Lusa) - Virtually all respondents in Portugal to a European Commission survey on social issues consider a social Europe to be important to them personally - the highest figure for any European Union member state - with 87% also stating that a lack of social rights is a serious problem, results released on Monday show.

The 'Eurobarometer survey on social issues' found that 88% of EU respondents said that a social Europe - that is, one committed to equal opportunities and access to the labour market, fair working conditions, social protection and inclusion - is important to them personally, with 42% saying that it was "very important".

Portugal, which in May will be host an event at which an action plan for the implementation of the European Pillar of Social Rights is to be formaly adopted, is the EU member state where most importance is given to a social Europe, according to the survey's findings. Of respondents in Portugal, 43% considering it "very important" and 55% "reasonably important"; only 1% considered it not to be important and just 1% said they did not know or did not answer.

Overall, 71% of EU residents questioned said that a lack of social rights is currently a problem; here respondents in Portugal also were among the most concerned, with 87% saying that it was a serious problem, surpassed only by Cyprus, with 89%.

When asked about the elements they consider most important for the economic and social development of Europe - and given the opportunity to choose, in order, four out of 11 possible themes - 46% of all respondents chose "equal opportunities and access to the labour market", with 45% choosing "fair working conditions".

In Portugal, however, the most important element highlighted by respondents was "access to quality health care", with 69% ranking it as a priority, against 41% on average in the EU.

One of the findings of this Eurobarometer is that only one fifth of respondents had heard of the European Pillar of Social Rights - one of the priorities of Portugal's presidency of the EU Council - and only 8% said they knew what it is about.

The survey dedicates a chapter to the pillar and its 20 principles, namely to what EU citizens know about it and their views on the subject. It reveals that while just 8% know exactly what it is about, 21% claimed to have heard, read or become aware of it but admit that they do not know what it is about, while 71% admitted taht they have never heard of it

Responses in Portugal fitted with that picture, with just 9% saying that they knew what the pillar was, 26% that they had heard of it but did not know what it was about, and 64% admitting that they had never heard about it.

One of the major priorities of Portugal's presidency of the EU Council, which runs until 30 June, is the EU's social agenda, including the approval of the future action plan for the European Pillar of Social Rights at a Social Summit scheduled for 7 and 8 May in Porto.

The aim is to approve a programme containing concrete measures to implement the pillar, a non-binding document with 20 principles to promote social rights in Europe that was approved in Gothenburg, Sweden in November 2017. The text advocates a fairer and more effective functioning of labour markets and social protection systems, particularly in terms of equal opportunities, access to the labour market, social protection, healthcare, lifelong learning, work-life balance, and equal pay for men and women.

The European Commission is expected this Wednesday to present its proposal for the action plan, based on which Portugal as holder of the presidency is to conduct the debate and oversee the negotiation of a compromise among EU members to enable an agreement to be finalised in May.

The survey released on Monday was conducted between 20 November and 21 December, with a total of 27,213 people living in all 27 EU member states questioned, In Portugal 1,012 people were surveyed by Marktest, the local enterprise that undertook this part of the operation.
