Lusa - Business News - EU/Presidency: Portuguese attribute most value to social Europe - survey

Brussels, Mar. 1, 2021 (Lusa) - Almost all (98%) Portuguese respondents to a European Commission consultation on social issues personally believe social Europe is important, the highest figure in the EU, and 87% consider the lack of social rights as a serious problem.

The 'Eurobarometer survey on social issues', released on Monday by the EU executive, reveals that 88% of Europeans say that a social Europe - i.e. a Europe committed to equal opportunities and access to the labour market, fair working conditions, social protection and inclusion - is important to them personally, with 42% even considering it 'very important'.

Portugal, which in May will stage the adoption of the action plan for the implementation of the European Pillar of Social Rights, is the member state where most importance is attributed to a social Europe since 43% consider it "very important" and 55% "fairly important", and only 1% do not consider it important and 1% do not know or did not answer.

On the other hand, sevsn out of 10 Europeans (71%) consider that the lack of social rights is currently a problem. In this case, the Portuguese have one of the highest figures in the entire Union, 87%, only surpassed by 89% in Cyprus.

When asked about what they consider most important for Europe's economic and social development - being able to choose, in order, four themes from a possible 11 - Europeans put "equal opportunities and access to the labour market" in the first place (46%), followed by "fair working conditions" (45%).

In Portugal, however, respondents' most important point is "access to quality health care", with 69% indicating it as a priority, as opposed to 41% of the European average.

One of the conclusions of this "Eurobarometer" is that only a fifth of Europeans have heard of the European Pillar of Social Rights, one of the priorities of the Portuguese presidency of the Council of the European Union, and only 8% know what it is about.

The survey dedicated a chapter to the European Social Pillar, namely the knowledge that European citizens have about it and their views. It revealed that less than one in 10 respondents (8%) knows exactly what it is about, while 21% claim to have heard, read or become aware of it but admit that they do not know what it is about, while 71% assume that they have never heard of this text with 20 principles.

Portugal follows this trend, with only 9% of respondents indicating that they know what the Social Pillar is, 26% indicating that they have heard about it but acknowledge that they do not know what it is, and 64% admitting that they have never heard about it.

One of the major priorities of the Portuguese presidency of the Council of the European Union (EU), in this first semester of the year, will be the social agenda, with the approval of the future action plan of the Pillar of Social Rights planned at a Social Summit scheduled for 7 and 8 May in Porto.

The aim is to approve a programme with concrete measures to implement the European Social Pillar, a non-binding text of 20 principles to promote social rights in Europe approved in Gothenburg (Sweden) in November 2017.

The text advocates a fairer and more effective functioning of labour markets and social protection systems, notably in equal opportunities, labour market access, social protection, healthcare, lifelong learning, work-life balance and equal pay for men and women.

The European Commission is due to present its proposal for the action plan on Wednesday. It will be up to the Portuguese presidency to lead the debate and negotiate a compromise among the 27 that allows an agreement to be reached in May.

The survey released on Monday was conducted between 20 November and 21 December 2020 among 27,213 citizens of the 27 member states. In Portugal, 1,012 people were surveyed by Marktest.
