Lusa - Business News - EU/Presidency: Agriculture minister wants to close CAP dossier by May

Brussels, Mar.1,2021(Lusa)-The Portuguese presidency of the Council of the European Union will give a boost to negotiations on the Common Agricultural Policy (CAP) this month, overcoming the last obstacles to close the dossier in May, the Portuguese agriculture minister told Lusa on Monday.

In an interview with Lusa, Maria do Céu Antunes said that she would meet the chairman of the European Parliament (EP) Agriculture Committee, Norbert Lins, and the European agriculture commissioner, Janusz Wojciechowski, at the end of the week to move forward in achieving "the objective and major priority of the Portuguese presidency of the EU, which is to conclude CAP negotiations (2021-2027) by the spring."

"March is a crucial month (...) in the context of planning this negotiation process," she said.

"I believe that we are in a position to follow up on our ambition and our political priority, which is to conclude the CAP reform during the Portuguese presidency," she said.

Antunes also stressed "the scheduling of a 'super trialogue' for joint negotiation of the three regulations, following the meeting of the Agrifish Council [of Agriculture and Fisheries Ministers] which will take place in the last week of March.

"I am very optimistic about what will happen this month because I understand that it will be decisive in the negotiations and will allow for an approximation of positions and so we can reach the political agreement that should desirably take place in May," she added.

The minister also said that "this is a great responsibility for the Council presidency, the Commission and the Parliament" since these institutions are also committed to this calendar.

One thing is certain, she warned: "if there is no agreement by May, the new CAP rules cannot come into force in 2023", as there are transitional rules this year and in 2022.

On 1 June 2018, the European Commission presented several legislative proposals concerning the CAP for the period 2021/2027.

Due to the ongoing negotiations between the European Parliament and the Council of the EU, the provisional date for the start of the proposed CAP reform has been postponed to 1 January 2023.
