Lusa - Business News - EU/Presidency: Siza Vieira, commissioner Breton against single market barriers

Brussels, Feb. 25, 2021 (Lusa) - Portugal's economy minister, Pedro Siza Vieira, and the EU internal market commissioner, Thierry Breton, on Thursday underlined the importance of member states' movement restrictions, taking into account the need to keep the single market fully operational.

At the end of a meeting of EU competitiveness ministers, held by videoconference and chaired from Lisbon by the minister of economy and digital transition, both officials stressed at a press conference that restrictive measures to prevent the spread of the Covid-19 pandemic should not disrupt the single market, one of the Union's important assets.

"We recognise the importance that the single market continues to operate fully during the recovery. We must ensure that the single market allows people and goods to move freely. This is the greatest asset that the EU provides to businesses and citizens across the continent," Siza Vieira said.

Thierry Breton took the opportunity to "remind the ministers" of the 27 member states that they should "remain extremely vigilant, especially during these days, to resist the temptation to lift restrictions on the single market", such as those that took place approximately one year ago, when the pandemic hit Europe. Several countries unilaterally closed their borders, causing severe disruption in the movement of people, goods and services.

The commissioner noted that this is an issue the Union should reflect on, also bearing in mind "future crises", adding that there should be a structured solution and not occasional measures. He pointed out that the president of the European Commission, Ursula von der Leyen, announced this week that the Community executive is working on an "internal market emergency instrument", which, according to Breton, "will be presented very soon".

On Tuesday, speaking at the EU Industry Days opening session, Von der Leyen stressed that the EU must "learn the lessons of the crisis" and recalled that, when it reached Europe last spring, "the pandemic led to unprecedented disruption in the European single market".

"Queues of trucks formed at our internal borders, exports of vital products from one member state to another were banned or restricted, and cross-border workers sometimes found themselves stuck in limbo. This must never happen again," she said, justifying the need to create "a Single Market emergency instrument which ensures the free movement of goods, services and people with greater transparency and coordination, and speeds up decisions when a critical situation arises", she added.

Noting that today's meeting of competitiveness ministers had to be held by videoconference due to the still serious epidemiological situation in Europe, so that "the meeting was more of an informal meeting than a formal one", Siza Vieira said that, even so, the 27 had "crucial debates", one of which was around the EU's strategy to increase vaccine production capacity, with Breton making a presentation of the work that the 'task force' he leads has started to carry out in this sense.

Breton recalled that he was "tasked, about a fortnight ago, to lead the task force to help the European pharmaceutical industry increase production capacity of vaccines [against Covid-19] in Europe", to ensure coverage of the entire European population and its partners, with emphasis on the African continent.

The commissioner said it was essential "that all member states are part of this collective effort", that there are companies in all countries that can and should get involved to ensure a strong and crisis-resistant supply chain.

"I also explained that through this collective effort, we hope to become fully autonomous in terms of vaccine production in Europe in the next 18 months," he stressed.

The competitiveness council of ministers continues on Friday with a working session on Innovation.
