Lusa - Business News - EU/Presidency: Involvement of social partners in preparing Recovery and Resilience Plans 'crucial' - commissioner

Brussels, Feb. 25,2021 (Lusa) – The European Budget Commissioner on Thursday insisted on the importance of social partners being involved in the preparation of the Recovery and Resilience Plans (RRP), saying this is "crucial" to ensure their successful implementation.
Johannes Hahn was speaking in a debate with the European Economic and Social Committee on the involvement of organised civil society in the plans that the 27 have to submit to Brussels to access Recovery Fund money to overcome the Covid-19 crisis, and which must be approved by the Council of the EU, currently under the Portuguese presidency.
"Since autumn 2020, the Commission has been in intensive dialogue with all member states to discuss the preparations of the plans and provide guidance where necessary".
The idea behind the "NextGenerationEU", Europe's recovery plan is "to help member states to recover from the crisis quickly, using this opportunity to prepare them better for the future, to make them more competitive on the world stage and more resilient to future crises", which is only possible through reforms, identified in the specific recommendations for each country.
From day one, the Commission has "encouraged consultations with social partners", as Mr Hahn believes that only with the involvement of organised civil society will there be a true sense of ownership of the plans, fundamental to their implementation.
"Where there is no inclusion of civil society, I doubt we will succeed," he warned.
For this reason, he stressed, the European Commission has stipulated that member states must inform Brussels how the social partners' contributions are reflected in the plans, namely their views on how funds should be invested and which reforms are prioritised.
"I can assure you that we will insist on the involvement of all stakeholders," he said.
One of the speakers in the debate, Gonçalo Lobo Xavier, nominated by the Confederation of Portuguese Enterprise and a member of the Committee's Employers' group, said "The European Economic and Social Committee does not call for greater civil society involvement simply out of rhetoric or stubbornness. The EESC believes that civil society organisations have a knowledge of and a closeness to citizens' lives that can actually be very useful in helping to build economic and social recovery plans that are in touch with reality," he stressed.
Portugal is one of the member states at a more advanced stage in the drafting of its national recovery and resilience plan, which is currently under public consultation and should be submitted to the European Commission in early March.
Last Tuesday the government presented the RRP to social partners at a meeting of the Economic and Social Council, at the end of which the Minister of Planning agreed to include their contributions, but warning that any inclusion or increase in the financial volume means taking from one side to give to another.
Nelson de Sousa said that the public hearing that began last week "has had an enormous flow of contributions" which translates into "the interest that this RRP has been generating among the public in general".
