Praia, Jan. 22, 2021 (Lusa) - Cabo Verde has secured contracts worth €770 million in hotel and other tourism undertakings, with almost 5,500 jobs, since the beginning of the Covid-19 pandemic, including two megaprojects and 20 investments with tourist utility status, figures published in the official gazette.
According to calculations made by Lusa based on information in the gazette since 23 April last year, when Cabo Verde was already under a state of emergency imposed to contain coronavirus infections, and with the tourism sector at a standstill, the government attributed the status of tourist utility to 20 projects - essentially the construction of new hotels or expansion of existing ones.
This status, granted by joint orders from the ministers of finance and of tourism, provides for exemption from the payment of various taxes by developers on the purchase of property, importation of materials and equipment and other undertakings, according to the nature of each case.
These 20 developments - projects that were already underway before the pandemic and which have continued - represent overall private investment, by domestic and foreign developers, worth more than 2.243 billion escudos (€20.2 million), and a projected 291 jobs and 272 new hotel rooms, spread across the islands of Sal, Santiago, São Vicente and Boa Vista.
One of the new units is to be the fifth hotel of Portugal's privately-held Oasis group, which is to invest €1.5 million in the conversion of the old customs building in the town of Tarrafal, on Santiago island, into a hotel that is scheduled to open this year.
In a statement to Lusa, the Oasis CEO, Alexandre Abade, explained that work on converting the old customs building for "hotel purposes" had already begun, adding that the future Tarrafal Alfândega Suite would have 20 rooms, restaurant and bar.
"Operations are expected to start during the first half of 2021," he said. "It is the first stage of the group's investment in Tarrafal, where we also have an eco-resort planned."
Cabo Verde's government has granted tourism utility status to the Tarrafal Alfândega Suite project, which foresees investment of 165,397,500 escudos on the part of the Portuguese group, with 30 new jobs directly created.
Tourism has in recent years generated around 25% of Cabo Verde's gross domestic product, but the sector has been at a virtual standstill since the end of March last year due to the travel restrictions imposed to contain the transmission of the coronavirus that causes Covid-19. In 2019 a record 819,000 tourists visited the archipelago.
In December, the government approved two of the largest investments ever in the tourism sector in Cabo Verde, by two private developers.
The first foresees an investment of €250 million to build six hotels with a total of over 1,000 rooms and a marina for 150 boats on Gamboa beach in the city of Praia, generating 1,200 jobs. This is the Gamboa Plaza Shopping & Hotels project, which - according to a government resolution of 28 December - was the subject of a 15-year agreement between the state and the private developer, forseeing the start of operations within 12 months and the establishment of a huge tourism enterprise on a seaside plt of over 13,987 square metres.
In return for what is to be one of the largest ever private investments in the archipelago, led by businessman João Fernando Freire, the agreement grants the developer, among other tax incentives, full exemption from taxation on profits in the first five years of operation after the conclusion of construction - which should take eight years - and then a 50% exemption. The developers are also exempt from paying various other taxes, based on the government's having declared the project to be of "exceptional interest ... in the framework of its socio-economic development strategy for the country."
Then, in December, the government signed an agreement with another private investor, in this case to build the country's largest tourist resort on the island of Maio, to generate 4,000 jobs.
"This project is the largest ever in the country, by value - we are talking about 500 million euros ... impacting directly and indirectly on jobs, on wealth creation, on the generation of tax revenues, on the location of international companies, on attracting other investments to the country and on raising the profile of tourism in Cabo Verde as a destination," the prime minister, Ulisses Correia e Silva, said at the time of this 'Little Africa Maio' resort, which is to be built over three years by Internacional Holding Cabo Verde (IHCV), a consortium that includes several African investors.
The agreement followed two years of negotiations between the parties and was signed in the middle of the Covid-19 pandemic, giving it a "higher value", in the words of the prime minister, who hailed it as a sign of confidence in the country.
"This is the only way to make good investments," he said. "It is today and it is now that we must begin, so that we can make the relaunch and recovery much more powerful for the country's economy," concluded Correia e Silva, who oversaw the signing of the agreement on 15 December along with Spanish businessman Enrique Banuelos de Castro, the managing partner of IHCV.
