Lisbon, Jan.22,2021(Lusa) - Multilateralism must prevail in the fight against the Covid-19 pandemic and the economic crisis it has caused, but needs major reform, according to participants in a debate organised by videoconference by the Platform for Sustainable Growth (PCS), a Lisbon-based think tank.
In what was the third session of a cycle of debates on 'Rebuilding, Reinventing, Reforming', this time with the theme 'The Hour of Truth for Multilateralism' and held online on Thursday, the speakers were António Vitorino, director-general of the International Organization for Migration (IOM) and a former Portuguese government minister and European commissioner; João Vale de Almeida, the European Union's ambassador to the UK, and Mónica Ferro, director of the United Nations Population Fund (UNFPA) office in Geneva.
The three speakers, who stressed that they spoke in a personal capacity, argued in their speeches that classic multilateralism has been losing momentum and so the "hour of truth" had come to move towards "major reforms" so that there is a united effort in combatting the pandemic and resulting economic crisis.
"The world is no longer the same and needs reforms, in the face of some instrumentalisation of multilateral institutions, which are already outdated and contain many interpretations, many financial generosities associated with, for example, tit-for-tat appointments," said Vale de Almeida. "Multilateralism is not politically aseptic, it is not innocent, it is not virgin."
The EU ambassador stressed that reform of the UN Security Council is imperative, given the challenges that have arisen in recent times, although the rivalry between powers - "especially in the 'G2', the United States and China" - rule out any changes in the short term.
"The arrival of [the new US president, Joe] Biden [who was sworn in Wednesday], the hope that [the UN secretary-general, António] Guterres will secure a second mandate and Brexit [the UK's eparture from the EU] is an opportunity that cannot be dispensed with for multilateralism," he argued.
With this in mind, he argued that China will have to "respect the etiquette of the top table if it wants to sit at it" but acknowledged that it was an "illusion" to seek to resolve the situation without any transformation in power relations, which is why the UN Security Council remained "blocked".
In the same vein, Vitorino argued for a reform of global institutions, but argued that this would not go far if reform of multilateralism were the basis for the same measure in the Security Council.
"Perhaps we should start with a shared responsibility, involving the EU, the African Union, regional and local networks and other civil society institutions and organisations, so that a more inclusive and fairer multilateral dynamic can be created," he said.
As an example, he cited the Covid-19 pandemic and, in particular, the issue of universal access to vaccines against the disease, the distribution of which posed "huge challenges", so that only by joining forces can equity be guaranteed - with reality leaving much to be desired.
Ferro, for her part, said that she had "the feeling" that "multilateralism is losing strength" as well as "trust capital" at international level; on the one hand she blamed populism but also international organisations themselves.
"What has happened for multilateralism to have depreciated?" she queried, acknowledging that international organisations, "by failing to communicate well, almost always speaking in jargon and in an incomprehensible way", must engage in serious "self-criticism".
She recalled the recent call from Guterres for "better communication" but stressed that ever more account must be taken of civil society and greater attention paid to young people in decision-making, as well as more gathering more information and data to define the best policies and strategies so as not to leave the most vulnerable out.
The session organised by the PCS took place the day after Biden's inauguration and in a year that will be marked by the role of international cooperation in responding to Covid-19 and other important international challenges, stressed the platform's president of the Platform for Sustainable Growth, Jorge Moreira da Silva, who is also a former government minister, for environment, and current head of the OECD’s development cooperation directorate.
"The new feeling of global belonging and greater demand for global coordination, triggered by the pandemic, cannot be wasted," he said. "Twenty twenty-one can and must be a year marked by the renewal of multilateralism.
"But more than grand speeches at the next UN General Assembly, it depends on concrete decisions on seven major challenges: Covid-19 vaccination, poverty and development financing, fragility and refugees, trade and digital taxation and climate change, biodiversity and the oceans," he enumerated.
